Public administration, both as an activity and as an organized system, is nothing else but the action of people in relationship with other people, and this means the presence of various and numerous social relati-onships. In order to achieve its mission, public administration is subject to different types of control, which is the most efficient way to ensure the rule of law. Any segment of public administration authorities' activity may be evaluated through control. Thus, either of the human, material, and financial resources of the public administration authorities can be controlled, as well as the activity of these authorities in general. Successful implementation of a particular type of control in the administration process leads to the process becoming more effective, also ensuring its lawfulness. Thus, the necessity to control the public administration system is based on the reasoning of its very organization and functioning within the state, given it also ensures the proper achievement of the political values that are expressed in the laws.
