Organizarea serviciilor publice locale în Republica Moldova: probleme și provocări Both the theoretical research and the empirical data prove with certainty that local government authorities are currently facing serious difficulties in establishing and managing public services of local interest. These difficulties might be either technical and financial, or human resources-related. Based on the carried out research, several recommendations have been developed in order to improve the existing situation; recommendations which can be conventionally divided into two categories - legal framework-related and related to the professional qualification of public services employees.

Conflictul de interese: Noţiune, conţinut, reglementare For the first time on the level of national legislation, conflict of interest has been reflected in Law on Con¬flict of Interest No.16 XVI of lb.02.2008. This study is aiminat the research of the notion, content and regu¬lation of a conflict of interest and at making proposals on the necessity of some changes in Law No. 16-XVI, regarding in particular the concept of personal interest and the extension of the list of related persons. It has been observed that the officials do not declare their interests, and the lack of Main Ethics Commission Hinders the implementation of a number of requirements of the legislative acts.

Stabilirea răspunderii: modalitate de valorificare a rezultatelor controlului fiscal We consider necessary to exclude the use of terms of different content for the same institution, which creates different interpretation possibilities of rules and terms. In our view, the concept of tax offense must be at the end, where the tax rules, some only finding ways and expression and content rules, and criminal offenses should be unified.

Легитимность политических технологий как фактор легитимности государственной власти In the present article, the essence of political technologies is revealed, as well as their functions and classifications are described. Illegitimate political technologies are investigated (for example, in Ukraine, Russia, Moldova), and their manipulative nature is determined. Recommendations for public authorities on the mechanism of legitimizing the sphere of political technologies are developed.

Forme de control ale activităţii autorităţilor administraţiei publice şi interferenţa lor în procesul de administrare Public administration, both as an activity and as an organized system, is nothing else but the action of people in relationship with other people, and this means the presence of various and numerous social relati-onships. In order to achieve its mission, public administration is subject to different types of control, which is the most efficient way to ensure the rule of law. Any segment of public administration authorities' activity may be evaluated through control. Thus, either of the human, material, and financial resources of the public administration authorities can be controlled, as well as the activity of these authorities in general. Successful implementation of a particular type of control in the administration process leads to the process becoming more effective, also ensuring its lawfulness. Thus, the necessity to control the public administration system is based on the reasoning of its very organization and functioning within the state, given it also ensures the proper achievement of the political values that are expressed in the laws.

Accesul la informație: eficientizarea cooperării administrației publice și instituțiilor infodocumentare Access to public interest information is a problem of current concern in Moldova that is involved in building a modem informational society. The topical interest of the information and communication phenomenon is explained by the increasingly relevant role and importance of public information in the citizens' daily life. In Moldova, the role of libraries in promoting access to information is becoming more obvious and irreplaceable, Starting with the computerization of the info-documentary system that implies qualitative perspectives in or¬ganizing the information and reference activity. Only through cooperation and effective collaboration at local level with various institutions there may be encouraged the public participation in public life, e-government, cultural diversity and last but not least, in providing efficient access to public information. Thus, the society gains an active citizen who is engaged in decision making processes; the public authority wins credibility from the civil society, cooperation and community cohesion; and the library asserts itself as a social institution that promotes democratic, cultural and spiritual values.

Avantaje şi dezavantaje de colaborare a Republicii Moldova cu Comunitatea Statelor Independente prin prisma securităţii naţionale The cooperation of (he Republic of Moldova within the Common wealth of Independent States is confined to economics, but nonetheless, over the years it became clear that the subsequent development of the state depends on the cooperation in other areas. Analyzing the relations RM-CIS, in addition to the advantages it has its presence in the country and I could list a numbe rof disadvantages, such as dependence on political and economic structures of this community, the worsening economic situation by failing to elaborate a single economic concept, inability to solve the Transnistrian conflict.

Elaborarea noului cadru juridic de colaborare a Republicii Moldova cu Uniunea Europeana In this article, the author analyses shortly the cooperation between the Republic of Moldova and the European Union after the expiracy of the Partnership and Cooperation Agreement and also of the Action Plan European Union - Republic of Moldova; the positive but also the negative results of our country in the main spheres; the achievements which are absolutely necessary in order to become closer to the European comunity. A detailed examination is made of the main achievements of the Aliance for European Integration govenmentai programme which is aimed at getting the relations with the EU closer, including the actions of our authorities (the Government of Republic of Moldova, Ministry of Foreign Affairs, etc.! On the negotiations of the Associate Agreement to the EU, as well as the cooperation of our country with European stuctures in different domains.

Specificul lingvistic al predării limbii franceze funcţionarilor publici L'intégration européenne impose des exigences d'ordre politique et social dans les fonctions publiques des états. Une de ces rigueurs est la formation linguistique en français des fonctionaires. Les initiatives de dispersion de la langue française sont animées par l'état français via ses structures habilitées et disséminées dans les institutions de l'admin istration publique moldave, impliquées dans te processus d'intégration européenne. Dans ce contexte, il est nécessaire d'élaborer des programmes ad hoc, conformément aux validités des standards internationaux bien reconnus et adaptées aux réalités de chez nous.

Obiective şi politici ale administrării publice în Republica Moldova în condiţiile crizei demografice During the tost decades of the twentieth century and the early third millennium, the demographic situa-tion in Moldova is characterized by negative trends in the natural movement of population. Analysis of the main indicators of socio-economic and demographic statistical materials In recent years allow to determine in which direction the country's demographic processes are growing. The changes that occur in the demo-graphic phenomena in Moldova are similar to the changes that occurred in Europe 15-20 years ago, which also indicated the progressive demographic crisis. This crisis is manifested by unprecedented birth rate drop over the last decade against the background of general mortality in the same period. This led to reduced natural growth, which already has negative values, decreasing the population. Currently the birth rate in Moldova is lowest among the other world's states.

Evaluarea diferenţei sociale a populaţiei Republicii Moldova Given that the majority of the economic concepts of income distribution and growth ars mutually influenced, the author proposes the objective of analyzing the wellbeing of the population in Moldova. To achieve this goal, it is proposed a method of assessing welfare through the use of economic indicators, and namely: the sources and structure of household income, consumption and structure of the household, the level of unemployment in the country, the dynamics of the Gini indicator. These indicators are analyzed according to: sources of training and expense items, urban or rural area of residence of householders, their relationship to subsistence, the co-relation between average monthly income available per person and the average mini¬mum existence fora certain period, etc. The structure of household income and expenditure have been studied ne by quintile and decile groups. The research enabled the author to argue directly the proportional relation between household income and expenditure of the population of Moldova and the Gini indicator which shows the presence of social differences in income distribution in the Moldovan society.

At the present time, the elementary inobservance of unanimously admitted human rights is unimaginable. Cadrul legal privind promovarea şi asigurarea principiului transparenţei în Republica Moldova Transparency aims at ensuring greater access of citizens to information and documents in the possession of state institutions, citizen participation in decision making and ensuring the legitimacy, effectiveness and accountability of government to the citizen, The concept of transparency in the decision¬making process carried out in institutions is about ensuring citizens' access to documents in the management of state institutions and the public consultation on the adoption of regulations. Transparency, in the broad sense, refers to access to information of any kind, the possibility to choose any form. This paper aims at highlighting and reviewing procedures for transparency in government decision-making in Moldova. It also deals with ways of improving the relationship: public administration - citizens. We try to clarify the concept of transparency in the decisions and the methods by which they are transposed into concrete reality.

Aspecte comparative ale statutului de funcţionar public şi celui de ales local This article continues the author's prior thoughts and comparison of public functionaries'status and local-ly elected representatives'status who activate as persons of public dignity (mayor, deputy mayor, president of district, councilor etcl in local governments. The topic discussed in the article presents a perceptible difference, as well as a number of similarities be-tween the statuses of these two categories of public functionaries, which must not be confused. In addition, the author analyzes the contradictions and the evolution of law provisions which have been governing the approached issues.

Coeziunea socială şi principiile politicii sociale Cer article traite le concept de cohésion sociale tout en partant des définitions déjà existantes dans la littérature de spécialité. Les politiques sociales ont une histoire relativement courte, mais iiy a de différentes perspectives de recherche du concept des politiques publiques. Plusieurs auteurs proposent et soulignent les aspects clefs de l'action publique, d'où la complexité de ce concept. En même temps, l'approche théorique et pratique du concept des politiques sociales permettrait aux fonctionnaires de l'administration publique de comprendre la complexité du processus de gouvernement et de trouver les solutions adéquates pour les problèmes publics et sociales. Dans ce contexte, la compréhension du concept de cohésion sociale devient actuelle afin de moderniser et d'améliorer les pratiques démocratiques dans la République de Moldova, qui se trouve actuellement face aux provocations pour le processus de gouvernement démocratiques.

Autorităţi autonome ale administraţiei publice centrale The objectives of government and the ensurance of the smooth functioning of state institutions is vested with public authorities. The traditional classification of public authorities based on territorial criterion identifies the public authorities and the general competence of special jurisdiction. In addition to specialized central administrative authorities like the ministries and other administrative authorities set up by Parliament and which activate within the Government we distinguish an entity of autonomous authorities responsible for specific areas of public interest. These authorities are established on the basis of law by the Parliament, the President of the Republic, or the Government but are not within their jurisdiction (except the State Guard and Protection Service under the President of the Republic of Moldova) and complete their mission under the law. In what follows, we will conduct an overview of the mentioned institutions and provided a brief emphasis of their status, functions and governing bodies.

Contribuţii valoroase la dezvoltarea ştiinţei administraţiei This work is dedicated to Mihail Platon's scientific heritage Platan's. The system of Public Administration is one of great importance in a democratic society. The new visions on the evolution of Public Administration could be achieved in two ways: training public servants able to work in new conditions and by carrying out scientific research to argue, from theoretical and practical aspects, about the place and the role of Public Administration in the terms of the independent state, the Republic of Moldova. Mihail Platon was the first who started this activity as the founder of the Academy of Public Administration under the President of the Republic of Moldova. His scientific concern was determined by the specific situation in the system of Public Administration and the tasks of building a Public Administration able to function in the context of democratic evolution of the political system. The scientific activity of Mihail Platon contains several research directions: a} studies conceptualizing administrative processes and phenomena; b) studies concerning the activity of public administration staff; c) studies on the reforming of Public Administration; d) comparative studies on the systems of Public Administration; e) advanced teaching research. There are many extensive theoretical and applied studies in these areas which represent a valuable contribution to the development of administrative science.
