Transparency aims at ensuring greater access of citizens to information and documents in the possession of state institutions, citizen participation in decision making and ensuring the legitimacy, effectiveness and accountability of government to the citizen, The concept of transparency in the decision¬making process carried out in institutions is about ensuring citizens' access to documents in the management of state institutions and the public consultation on the adoption of regulations. Transparency, in the broad sense, refers to access to information of any kind, the possibility to choose any form. This paper aims at highlighting and reviewing procedures for transparency in government decision-making in Moldova. It also deals with ways of improving the relationship: public administration - citizens. We try to clarify the concept of transparency in the decisions and the methods by which they are transposed into concrete reality.
