Acest articol analizează administrația publică prin prisma a trei dimensiuni: politică, socială și juridică. Administraţia publică este un domeniu interdisciplinar şi pentru exercitarea funcţiilor sale interacţionează, practic, cu toate elementele sistemului social. În ultimul timp, se discută tot mai pronunţat pentru divizarea politicului de administrare, se pledează că administraţia publică nu este o profesie, că administrația publică şi managementul sunt, de fapt, identice. În acest context, subiectul cercetat este actual, iar autorul şi-a propus ca scop examinarea trăsăturilor distinctive ale administraţiei publice. Rezultatele cercetărilor efectuate demonstrează caracterul multidimensional al administraţiei publice, astfel evidențiind factorii ce determină eficiența administrației.

This article analyzes the public administration through three dimensions: political, social and legal. Public administration is an interdisciplinary field and, for the exercise of its functions, interacts practically with all elements of the social system. Lately, there is a growing debate about the division the administration from politics: it is argued that public administration is not a profession: that public administration and management are in fact the same. In this context, the subject under examination is current and the author has the purpose to examine the distinctive features of public administration. The results of the researches show the multidimensional character of the public administration, thus highlighting the factors that determine the efficiency of the administration.
