The formation of politica! and administrative control that meets modern standards and the specifics of Moldova is a difficult task not only in theoretical terms, but also in terms of implementation. It requires a deep reconstruction of the established mechanism, affecting the interests of a large part of public officials, including the one on which the reform depends. To overcome the inevitable in such cases, the braking is required, firstly, motivational agents of change and the system of guarantees to those whose interests may be affected. It also re quires an understanding that government effectiveness is measured socially sig- l nificant result and can only be achieved in a unity of government and society.
