Administrarea publică - fenomen social sistemic The public administration system is "a system of social organization based on relationships that exist between people who carry a specific activity called pub lic administration ". The administration is both part of the social environment and social environment itself. Its ultimate goal is to serve the society that created it and to meet the human legitimate rights and interests. Administration is a body in a set of social structures having a primary place in the global society, which is inserted from other organizations or human groups structured hierarchically, lie social environment and its evolution influence the activity and the structure of Administration, but at the same time, the Administration influences the social environment. Administration and its institutions is presented as a structured set of ojficials and social bodies through the mutual relations with other organizations within the global society in order to perform the tasks pursued jointly or separately. Thus, there is a close link between the administrative phenomenon and the global society, as Administration is determined by the social organization whose demands it meets, as well as the collective behavior, and, therefore, we can real ize the sociologic explanation of the administration phenomenon. As part of the social system, public administration has two indispensable essential components and namely: the structural-organic and the functional elements. The compatibility of the Public Administration system with the overall social one presupposes the mutual admittance of the needs they both have in common. Tliis knowledge is achieved by the spread of the information flow in both direclions within the mentioned systems, as well as, through multiple forms of social participation of the public administration system.

Motivarea nonfinanciară a funcţionarilor din administraţia publică The modern management's approaches and tendencies are based on a key principle related to design and implementation of a new employee motivation and retention system in order to achieve the objectives at the highest level possible. The motivation and stimulation of the civil servants is regulated by the Law on public junction and statute of civil servant no. 158-XVI dated 4 July 200H. In this context, based on Art. 40, the civil servant is motivated based on appreciated per formance and spirit of initiative, as well by receiving diplomas for specific results. If the civil sen-ant has demonstrated great performance at the workplace, merits for the society and state, he can be decorated with state distinctions. Motivation can be divided into two types: financial, that includes different forms of financial stimulation/incentives for the work done (basic salaiy, pension, financial aid. awards etc.), and non-financial, that includes forms of remuneration and stimulation that are not offered in terms of direct money/financial incentives to the employees (promotion, professional development, public recogCT) nition of shown performance, respect etc.). In this article we have proposed to explore topics related to non-financial motivation.

Rolul Consiliului Europei în democratizarea societăţii din Republica Moldova The present article is dedicated to the cooperation of Moldova with one of the international organizations of great influence on the European continent, namely the Council of Europe. There are reviewed briefly the main activities of the Coun cil of Europe in the democratization of Moldovan society, such as building the rale of state law, respecting human rights, preparing democratic elections, in creasing the role of media in society, NGOs, etc. It is also considered the coop eration with the Moldovan authorities with the Information Office of the Council of Europe in Moldova. The end of the article contains necessary conclusions and certain proposals are made.

Peculiarities of teaching english for specific purposes Interesul faţă de studierea limbii engleze în calitate de limbă de comunicare pe teme cotidiene, care era foarte populară în Moldova imediat după căderea cortinei de fier, a scăzut considerabil în ultimii ani. Accentul se pune pe studierea limbii pentru a funcţiona într-un anumit domeniu profesional cum ar fi engleza pentru afaceri, engleza pentru medici, engleza pentru tehnologii informaţionale etc. cunoscută în metodologia predării drept Engleza pentru Scopuri Specifice (ESP). In cazul lipsei urnii manual de limba engleză pentru o anumită categorie de studenţi, selectarea materialelor didactice, elaborarea curriculumului, organizarea procesului de instruire şi evaluare a cunoştinţelor studenţilor ţine de responsabilitatea profesorului. Articolul de faţă conţine reflecţiile autorului asupra componentelor enumerate mai sus bazate pe experienţa proprie de a preda Engleza pentru Scopuri Specifice la Academia de Administrare Publică de pe lîngă Preşedintele Republicii Moldova.

Finanţarea învăţământului superior în Republica Moldova This article is related to the problem of financing of high education in the RM. During the last years there is a tendency to decrease the number of students financed from the state budget, and increase slowly the number of those, who pay their school fee individually. But the mode of high education financing from the budget is the same for all state institutions. There are no differential criteria of financing according to profiles. The author is offering certain criteria, which should be considered in the financing of high education institutions, based on the division of profile studies.

So, each right presupposes a corresponding obligation and each obligation, in its turn, presupposes a right. In their capacity as employees, the civil serx'ants have the same rights as other categories of employees. The difference consists in the specifics of approaching and regulating these rights.

Кодекс Республики Молдова о правонарушениях: юридический анализ, проблемы, пути их разрешения On October 24" 2008 Contravention of Law of the Republic of Moldova was adopted, which was promulgated on the 29"' of December. 2008, published on the I6 of January- 2009 and so be in force starling with the 31" of May 2009. The new Contravention of Law has many priorities compared to the previons one but there are some vaguenesses, as well. They refer in particular to the ju ridical device of the application of legal proposition. In this article there is a juridical analysis on the new law according to which a number of improved recomandations are suggested.

Reglementarea timpului de muncă The theoretical aspects that concern the work and recreation insufficiency in the Republic of Moldova in this article are reflected. There is emphasized the legal frame and there are characterized the types of work (normal, reduced, partial) and types of rest (breaks during the working day, of holiday, rest days, at the end of the week, paid vacations: annualy paid, additional, social, un paid). Nivelul de angajare a Republicii Moldova în lupta contra criminalităţii economice Adoption, ratification and effective implementation of all instruments directly or indirectly applicable to the fight against economic crime should remain an essential element of international cooperation. Any procedure required for rati fication should be urgently included in the agenda of national parliaments of UN member countries or the Council of Europe. Complying with these goals the Republic of Moldova has made a series of commitments by virtue of some preven tion conventions, repression, but also cooperation between Member-States of the Council.

Managementul politico-administrativ în contextul reformei administraţiei publice centrale The formation of politica! and administrative control that meets modern standards and the specifics of Moldova is a difficult task not only in theoretical terms, but also in terms of implementation. It requires a deep reconstruction of the established mechanism, affecting the interests of a large part of public officials, including the one on which the reform depends. To overcome the inevitable in such cases, the braking is required, firstly, motivational agents of change and the system of guarantees to those whose interests may be affected. It also re quires an understanding that government effectiveness is measured socially sig- l nificant result and can only be achieved in a unity of government and society.

Evoluţia societăţii industriale spre cea postindustrială The constant changes, which have been taking place in the society in the course of its existence, prove that the evolution of humanity has never stopped. The industrial society, as a developmental stage of the human society, started with the Industrial Revolution in England and the Great French Revolution, both of which occurred in the second half of the XVIII century. It went through more stages of State development and organization and reached the highest perfor mance in all the domains of social and economic life by the second half of the XX century. In the last quarter of the previous century, the transition process to a new height - the post-industrial society - had its start. It bore more names, the last being the informational society, having at its foundation the whole arsenal of the technical and scientific progress. Nowadays, an extremely complicated process, formed of such elements as de velopment, perfection, and modernization, is taking place in the post-industrial society, which has attained unheard of performances in the development of the civilization. The tendency to a higher perfection is the imperative of the time and of the development of the modern society.

Rolul reformelor lui Ştefan cel Mare în consolidarea administrativă a Ţării Moldovei (III) The famous scholar and specialist in the field of the history of public admin istration from Moldova aims at the. analysis of the role of the Great Moldovan ruler, Stephen the Great in the administrative consolidation of the Moldovan State. Taking "the historical event of epochal importance", the 650 anniver sary from the creation of the Moldovan State, as a point of reference, the author affirms that the ruler substantially contributed to the institution of a personal ! system of central and local administration, known in history as "the traditional system of Moldovan administration".Making references to the works by such Moldovan chroniclers as Grigore Ureche, Miron Costin and Jon Neculce and citing Mikhail Kogalniceanu and Nicolae iorga, as well as the documents which remained since the time of Stephen the Great, the author manages lo elucidate the process of administrative reforms , started by the ruler Alexandru cel Bun and later implemented by his nephew. Stephen the Great. The structure and the attributions of the Ruler's Counsel from Moldova, as well as those of the most important statesman are examined in the paper. The article is of special significance to all those who are interested in the glorious multi-secular history of the Moldovan State.
