The needs of the youth are specific ones. However, very few young people are capable of satisfying those needs on their own. For this particular reason, it is impera tive for the state and the civil society to be involved as well. The only way to satisfy the needs ofthe young is to establish the necessary services. These services can function both at the central and the local level. Thus, local government can contribute to the establishment or the proper functioning of the educational and health services, as well as to the entertainment or informative ones.
