The system of Total Quality Management can be introduced as a result of a supe rior management decision. In Public Administration, this is a decision that belongs to politicians. The arguments (reasons) that support the idea to implement the Total Qual ity Management are based jn the sollowing: costs reducing, income increasing, produc tivity growing, linage improving; competitiveness uncreasing, environment impraving; proactive position (a better planning allows the a efforts' concentration in solving the most important problems and reduces the time dedicated to „trutting ant the fire").

Milk production in the years 2000-2009 has decreased by 25% for rural areas this work is not convenient. Prices in cities have increased considerably. To improve the situation is required intensive use of mechanization and automation of production and processing of milk. This will increase productivity, will decrease prime cost and marketing prices will lower.

Locul şi rolul administraţiei publice locale în asigurarea bunei funcţionări a serviciilor pentru tineret The needs of the youth are specific ones. However, very few young people are capable of satisfying those needs on their own. For this particular reason, it is impera tive for the state and the civil society to be involved as well. The only way to satisfy the needs ofthe young is to establish the necessary services. These services can function both at the central and the local level. Thus, local government can contribute to the establishment or the proper functioning of the educational and health services, as well as to the entertainment or informative ones.

Through the regional policy, it should be done transfers of resources from affluent to poorer areas. The aim is to modernize backward re gions so that they can catch up with the rest of the country. In this way. regional policy is an instrument of financial solidarity and a powerful force for cohesion and economic integration. Shaping our future, is a Regional Development Policy which offers a strate gic and long-term perspective on the future development of Republic of Moldova. Tfie Regional Development Policy should have a strong influence over where development is placed or should be placed in future to have maximum economic and social benefit. The objectives of the Regional Development Policy are: making regions of the country more attractive for investments by improving accessibility, providing quality services and presennng environmental potential: encouraging innovation, entrepreneurship and the knowledge economy through the development of information and communications technologies.

Terorismul internațional - un factor destabilizator al securităţii internaționale The word "terrorism" was first used in reference to the Reign of Terror during the French Revolution. A1988 study by the United States Army found that more than one hundred definitions of the word exist and had been used. Terrorism, in the modern sense, is violence against civilians to achieve political or ideological objectives by creating fear. Most common definitions of (errorism include only those acts which are intended to create fear (terror), are perpetrated for an ideological goal (as opposed to a lone at tack), and deliberately target or disregard the safety of non-combatants. Some defini tions also include acts of unlawful violence and war. The aspect of terrorism has undergone a metamorphosis since the 1960's. At that time the terrorist organizations were more Euro centric and the war was more ideo- logical. The crusade was between capitalism and socialism. It was sponsored by either of the two blocs and was purely political. However, today the situation varies as the target has shifted to Asia and the fight though still ideological is based on the concept of mid-east centric 'jehad', which is fast becoming international," said Mr. D. R. Kaarthikeyan. The objective of terrorists has always been the spread of terror but with changing times, the militants tend to focus on all including the civil society rather than just the military. Earlier, the terrorists were using techniques like warning, bombing and assas¬ sination to create fear amongst the people but with the onset of religious notions and stereotypes, the terrorists have succumbed to being suicide bombers and using more complex methods of creating the fear syndrome which eventually gets enshrined in every individual's mindset. The terrorists today, have access to nuclear and biological weapons which can cause mass destruction. Terrorism is soon becoming a continuation of a religious policy and because of readily available funds, its tentacles are spreading fast. As a phenomenon, it is very close to being a Third World War.

Colaborarea Republicii Moldova cu Uniunea Europeană: realităţi şl perspective The experience that has been obtained by Moldovan diplomacy in collabora tion with the European Union come to demonstrate that the road to integration into European structures of the Republic of Moldova is quite complicated and also that there are no clear answers regarding the purpose of relationships be tween both parties. Moldova, unlike the Baltic States and those of Central and South-Eastern Europe, has not met the same way of the European integration process. Obviously, there are a number of objectives and subjective causes of which depended on the Moldovan diplomacy activity for including the Republic of Moldova in the European integration process. But, we can say, that up to now, European integration remains a constant and irreversible priority of the internal and foreign policy of Republic of Moldova.

The public cotemporary office worker must consider all the existing methods in order to correspond to the requirements of a modern public agency. Generally, the public administration repre sents a circular system. The diversity of tasks that the public administration has to fulfil requires an ex tremely various range of conscriptions realized through the public services, as well as a personnel with diverse professional grounding. The satisfaction of the daily needs of . the community, of the man who lives in an organized group, remains the essential finality and the only justification of the public administration, so diversified, mainly in its i conscriptions towards the people. From the sociological point of view, the public ad ministration represents nothing else than a sum of human communities whom organize certain activities in favour of other people. From this point of view, the problem of the people who work in administra lions gels a considerable importance. As perfect as the organization of a social organism would be and as good as the laws and decisions would be, it remains just a simple scheme, without viability, if there wouldn't be competent people, active and devoted in the realization of the established aim.

Garantarea drepturilor şi libertăţilor fundamentale ale omului stipulate în constituţia Republicii Moldova The issue of human rights and fundamental liberties has registered a remark able evolution in the Republic of Moldova lately. It was carried out through the elaboration and adoption of new drafts of normative acts and the implementa tion of legal provisions in force. The gravity of human rights infringements im pose to the whole population the desire to know extensively and be aware of the imperative norms in the field, so that the state coercive force be adequately exer cised by its legal institutions. The people should feel protected by the state insti tutions, which are obliged to intervene each time when human rights are vio lated. In order for the given idea to become tangible, the citizens should know the means they have at their disposal in order to eliminate the causes and the effects of legal provisions contraventions. In this context the necessity to promote knowledge for the evaluation of hu man rights protection mechanisms is emphasized.

In order to successfully put into practice the reform of central public administration and to obtain a positive impact in the development of the state administrative system, it is necessary to be aware of the importance of studying the administrative phenomenon from the perspective of political poli cies which are being implemented in the state. The international and national scientific researches in the field offer a large spectrum of theories and models in the explanation of the process of elaboration and implementation of public poli cies. Autoadministrarea locala în Imperiul Ţarist şl în Basarabia în a doua jumătate a secolului XIX - începutul secolului XX: evoluţia instituţiei zemstvei The second half of the 19th century is known in the history of imperial Russia as an epoch of reforms. The Zemstvo reform was among the measures initiated in the 1860s. Zemstvo self-government institutions functioned according to the Regulations on gubernia and uezd Zemstvos of 1864. Being created by absolute monarchy, the Regu lations imposed limits upon active participation of the whole population in decision- taking regarding local issues and reduced the Zemstvo's responsibilities to economic aspects, thus putting Zemstvos under control and censorship on behalf of the state, etc. Zemstvos were established as elective institutions. They had the status of corpo rate bodies and were organized at gubernia and uezd levels. In both cases councils or assemblies {zemskoe sobranie) became representative bodies - and Executive Boards (zemskaia uprava) took the function of executive bodies. The Zemstvo Regulations of January 1, 1864 - being slightly modified as recom mended by the Novorussia's General Governor as well as by the Ministry of Home Affairs - were implemented on the territories between the Prut and the Dniester start ing with November 15,1868. Bessarabia Zemstvo was abolished in late 1920s. First of all, the gubernia Zemstvo ceased its operation, followed by the uezd ones, which en tirely had disappeared as the Bessarabian administrative system by the end of 1925, after the adoption of the law on administrative integration of July 14, 1925, promul gated on January 1, 1926.

Public administration is characterized both as a domain of science and of art. Public administration is a science because it possesses: a) its own object of study: b) research method ;; c) the possibility to formulate principles. There exist preconceived ideas according to which the talent of a good organiser would be sufficient in the administrative activity and that the administrative activity is a purely executive one.

Rolul reformelor lui Ştefan cel Mare în consolidarea administrativă a Statului Moldovenesc (II) The famous scholar and specialist in the field of the history of public admin istration from Moldova aims at the analysis of the role of the Great Moldovan ruler, Stephen the Great in the administrative consolidation of the Moldovan State. Taking "the historical event of epochal importance", the 65Q' anniver sary from the creation of the Moldovan State, as a point of reference, the author affirms that the ruler substantially contributed to the institution of a personal system of central and local administration, known in history as "the traditional system of Moldovan administration". h Making references to the works by such Moldovan chroniclers as Grigore Ureche, Miron Costin and /on Neculce and citing Mikhail Kogalniceanu and Nicolae lorga, as well as the documents which remained since the time of Stephen the Great, the author manages to elucidate the process of administrative reforms started by the ruler Alexandru cel Bun and later implemented by his nephew, Stephen the Great the 3 . The structure and the attributions of the Ruler s Coun- i set from Moldova, as well as those of the most important statesman are examined : in the paper. The article is of special significance to all those who are interested in the glorious multi-secular history of the Moldovan State.
