The second half of the 19th century is known in the history of imperial Russia as an epoch of reforms. The Zemstvo reform was among the measures initiated in the 1860s. Zemstvo self-government institutions functioned according to the Regulations on gubernia and uezd Zemstvos of 1864. Being created by absolute monarchy, the Regu­ lations imposed limits upon active participation of the whole population in decision- taking regarding local issues and reduced the Zemstvo's responsibilities to economic aspects, thus putting Zemstvos under control and censorship on behalf of the state, etc. Zemstvos were established as elective institutions. They had the status of corpo­ rate bodies and were organized at gubernia and uezd levels. In both cases councils or assemblies {zemskoe sobranie) became representative bodies - and Executive Boards (zemskaia uprava) took the function of executive bodies. The Zemstvo Regulations of January 1, 1864 - being slightly modified as recom­ mended by the Novorussia's General Governor as well as by the Ministry of Home Affairs - were implemented on the territories between the Prut and the Dniester start­ ing with November 15,1868. Bessarabia Zemstvo was abolished in late 1920s. First of all, the gubernia Zemstvo ceased its operation, followed by the uezd ones, which en­ tirely had disappeared as the Bessarabian administrative system by the end of 1925, after the adoption of the law on administrative integration of July 14, 1925, promul­ gated on January 1, 1926.
