The question of quality of granting of social services by enforcement authorities, local government and public organizations to homeless and neglected children in Ukraine is considered. The innovative form of work with street children - outreach-work is investigated. It is defined principal views of services within the limits of outreach-work. Necessity of introduction of the quality standard of services to homeless and neglected children in Ukraine is proved.
