The right to freedom and to security of an individual is interposed in the treasure of the supreme values of a state of law. At the present time, the elementary inobservance of unanimously admitted human rights is unimaginable. The importance of the devotedness and protection of a person's individual freedom and security by the state appears to be an essential condition similar to a criterion for the notification of the degree of democratic matur eness.
