At the beginning of public administration reforms, one of its main goals was rebuilding the public service, relinquished to the state service system inherited from soviet times,molding it after public service systems in the West. The predominant trend is the decentralization of functions of public administration reform. It is an increasingly pronounced need to create the necessary legislative . framework for career training of civil servants, with a thorough training, | politically neutral and able to meet promptly and effectively what they have been f entrusted by virtue of their status, thus , the public service is based on the 60 principles of stability, professionalism, impartiality, transparency and efficiency, I designed to meet the demands of society and state in general.
