Sistemul administrativ trebuie conceput ca o parte integrantă a sistemului social, care se află în interacțiune permanentă și reciprocă cu celelalte componente ale acestuia. Astfel, pe de o parte, este interesat de modul în care mediul social oferă administrației publice impulsurile și sprijinul necesar pentru îndeplinirea misiunilor sale. Pe de altă parte, se ține seama de faptul că sistemul administrativ își poate forma propriile capacități, influențând evoluția mediului social.

The administrative system must be conceived as an integral part of the social system, which is in permanent and reciprocal interaction with its other components. Thus, on the one hand, it is interested in how the social environment provides the public administration with the impulses and the necessary support for the fulfillment of its missions. On the other hand, it is taken into account that the administrative system is able to form its own capacities, influencing the evolution of the social environment.
