The emergence of diaspora policies is justified in the context of states’ attempts to ,,shape” or ,,direct” the behavior and decisions of migrants, the policies themselves representing public policy instruments with medium and minimal levels of intervention, as the case may be. The desire of governments to incorporate new types of policies, such as diaspora ones, also emerges from the fact that they rally to the principles of good governance promoted at the international level, and policies for migrants and diaspora help them to legitimize themselves in front of various partners of national and international dialogue.
