Within the legislation in force, in the system of local and public service, the democracy is the achievement by the population of the sovereignty in solving the most local problems, as M el/ as the right of the inhabitants to participate at the administration of the community through the local and public authorities and its representatives. Therefore, one of the characteristic features of the public authority is the maximum rapprochement of citizens by the process of territorial administration through the diverse aspects of the straight democracy.
