The present study is devoted to the examination of the issues that deal with] providing transparence to the legal framework in the decision-making process. Starting from the idea that the administrative structures of the modem society should o required information to citizens and be transparent, we consider this as a sure wax f< the efficiency of the activity of the public administration. The transparent and openness of the public administration arc stipulated in the normative framework on the liberty of information and in the normative acts on administrative procedures This fact: should facilitate citizens access to political-administrative decision-making and to exclude the monopolization of power by politicians and functionaries.
