On May, 5 th, 1998 the Committee of Ministers at the Council of Europe instituted the GRECO (Group of States against Corruption) in the form of the partial and broad Agreement, aimed to respect twenty principle directions to attack the corruption, approved by the Resolution 97 (24) of the Committee of Ministers of the Council of Europe of November, 6 th, 1997, as well as, to apply other adequate international juridical instruments.
