The article aims at revealing some theoretical and practical arguments regarding the achievements of the public administration reform. In order to clearly define the mechanism for the modernization of public administration through the prism of administrative transparency, the author proposes that the Government of the Republic of Moldova elaborate a Multiannual Program for the Modernization of Public Administration, whose objectives shall foresee the master-mind and the promotion of actions for the modernization of the central and local public administration in the Republic of Moldova.
