The theory and practice of public policies in the Republic of Moldova is a domain of recent study. In order to successfully put into practice the reform of central public administration and to obtain a positive impact in the development of the state administrative system, it is necessary to be aware of the importance of studying the administrative phenomenon from the perspective of political poli cies which are being implemented in the state. The international and national scientific researches in the field offer a large spectrum of theories and models in the explanation of the process of elaboration and implementation of public poli cies. The present article is centered on the study of the essence of these theories and models.
