This article is putting forward a contextual analysis of the remote electronic voting systems, derived from the changes in the technological, economic, social, cultural and organizational, and theoretical framework from which this (Social Science) is made of. Thus, this article emboss the issues of technical, social, political, organizational and behavioral nature regarding the introduction of new information technologies for Moldova, suggesting in this way solutions for reduction of absenteeism at the ballot boxes. Implementation of the mandatory voting in the first instance and subsequently of the electronic one, in parallel with traditionally vote would assure the express of the voting right for the country’s citizens. Implementation of large-scale systems for remote electronic voting would be in concordance with the dynamic of the global transformations that inevitably changes both our structure and our democratic society’s functionality, and suggests the equal submission for the citizens’s rights and their obligations, especially in the conditions when over one third of the work capable population is working outside the country and which practically makes the majority of the absenteists. Given that the Republic of Moldova was established as an independent state and now is seeking EU membership, there should also be considered the European and global directions regarding to the implementation of the advanced information technologies as one of the solutions that would fully contribute to the substantiation of the democracy’s values and principles.
