Particularităţile evoluţiei demografice în Republica Moldova There are many arguments pleading for the elaboration of a work dedicated to the demographical transformations, transformations of the family life and population’s health, for the reason that the sustainable socio-economic development of any country depends mostly on the formation and usage of the human potential. The main tasks of this work consist in mediating the present demographic situation, its developmental tendencies and the reasoning of the decisions that could improve it. We can state that the future of any country, and its sustainable development entirely depend on the way the demographic problems will be solved, as well as on the policies meant to ensure the stability of the population number and the taken actions regarding alleviating of the consequences the ageing process. The paper also presents the results of a comparative research in the field of demographics in highly developed countries and the developing ones.

Promovarea transparenţei administrative prin asigurarea accesului la infrastructura informaţonală modernă In the present article, the author mentions that new possibilities of obtaining access to information in the field of public administration appeared at the end of the XX and the beginning of the XXI century. This fact is stipulated in both the national and the international legislations. Various electronic programs facilitate the direct contact of the citizen with the administrative bodies on the whole globe. Yet, it is worth mentioning that in order to get hold of the useful information and to conduct an efficient communication in the field of public administration, it is necessary to possess specific informational knowledge and linguistic culture. In this context, it is necessary to differentiate between the users of the information what concerns their skills and the informational strategies.

Политические интересы и проблемы единства молдавского общества In the present article the author attempts to analyze the international context of the constitution and development of the Moldovan State. The conflict of political interests and its manifestation on the internal and external levels served as the object of investigation and basis for the research. Special attention is paid to the reflection of contradictions and their impact on the entity of the Moldovan society within the Moldovan - Romanian relations.

Perspective şi oportunităţi de implementare a tehnologiilor informaţionale şi comunicaţionale în sistemul electoral al Republicii Moldova This article is putting forward a contextual analysis of the remote electronic voting systems, derived from the changes in the technological, economic, social, cultural and organizational, and theoretical framework from which this (Social Science) is made of. Thus, this article emboss the issues of technical, social, political, organizational and behavioral nature regarding the introduction of new information technologies for Moldova, suggesting in this way solutions for reduction of absenteeism at the ballot boxes. Implementation of the mandatory voting in the first instance and subsequently of the electronic one, in parallel with traditionally vote would assure the express of the voting right for the country’s citizens. Implementation of large-scale systems for remote electronic voting would be in concordance with the dynamic of the global transformations that inevitably changes both our structure and our democratic society’s functionality, and suggests the equal submission for the citizens’s rights and their obligations, especially in the conditions when over one third of the work capable population is working outside the country and which practically makes the majority of the absenteists. Given that the Republic of Moldova was established as an independent state and now is seeking EU membership, there should also be considered the European and global directions regarding to the implementation of the advanced information technologies as one of the solutions that would fully contribute to the substantiation of the democracy’s values and principles.

Politica monetară a Băncii Naţionale a Moldovei şi criza financiară mondială In this article is a profound analysis of the banking system of the Republic of Moldova. Are given the central bank functions (officially called the national Bank of Moldova) and relationships interchange. It is indicate the primary objective of the National Bank of Moldova and namely to ensure and maintain price stability. Are given annual inflation rates during the years 1995-2008. A deep analysis is done in this article on the intsruments of monetary policy promoted by National Bank of Moldova, such as: policy rates, open market operations, overnight loan and overnight deposit used by the National Bank of Moldova as intsruments of monetary policy, compulsory reserve rate and other monetary intsruments. All of these monetary policy intsruments used by the National Bank of Moldova aimed „sterilization temporary excessive liquidity” and consequently reduce inflation.

Noţiuni întroductive privind încetarea contractului individual de muncă The article represents a tentative to study the individual labour contract and especially the aspects connected with the cessation of the latter in the light of the Constitution and of the Labout Code of the Republic of Moldova. The author pays special attention to the notions of dismissal and resignation and studies the causes that lead to the cancellation of the individual labour contract. At the same time, the practice of signing and canceling the individual labour contract in such countries as Romania, Austria, Switzerland, etc is described. The way the legislation in force in this field in the Republic of Moldova is being stated and dissected also presents interest.

Rolul zemstvelor în autoadministrarea locală şi contribuţia lui Alexandru Cotruţă la edificarea acestor instituţii pe teritoriul Basarabiei The article represents the analysis on the role of the zemstva institutions in the promotion of socio-economic and cultural reforms within the Russian Empire, including the Basarabian Gubernia, and on the role of the aristocracy and other social layers in the exertion of these reforms. An important role in the promotion of the reforms was played by Alexandru Cotruta, who for about 20 years activated in different positions in the zemstva institutions. The zemstva manifested itself as a protagonist of the society reform and democratization.

Particularităţile răaspunderii pentru încălcarea dreptului umanitar To conscious the fact that, in conditions of armed conflict, each human rights violation attracts after it state’s responsibility (and, clearly, can provoke an immediate opponent reaction proceeding from the principle of negative reciprocity or, in a longer perspective, it can be end for the state with the necessity of paying contributions for the caused damage at the end war), it has to become an additional challenge for respecting the set up conduct code through the above mentioned international norms. Such influence upon the belligerent state can be increased through the external pressure, exerted by public opinion, which is created, frequently, by communications and comments made in media. The external pressure can take forms of some confidential or public presentations, made by third: Government, intergovernmental regional and international organizations.

Региональная интеграция: особенности, факторы, тенденции In this article are investigated the peculiarities and forming phases of integrated unions, regional associations and management principles of regional integration. An important place in this research is given to the examination of the development process of the new regionalism in the Asia-Pacific regions and Central Asia. It should be noted that at present in the world function 85 regional economic conventions and more than 100 regional integrated trade and economic groups. According to the cited data we can draw a conclusion that on the social and political world arena actively take place formation processes of three global poles of economic power-European, American and Asia-Pacific.

Să tindem spre o ţară cu sistem profesional ierarhic contemporan în administraţia publică In the given article, the author examines not only the notions of ‘profession’, ‘professionalism’ and ‘professional culture’ but also makes concrete suggestions concerning the implementation of these phenomena in the activity of the central and local public administration bodies. At the same time, great attention is paid to the professional development of the public servants in the light of the recently adopted Law on Public Functions and the Status of the Public Servant. The author also analyzes the practice undertaken by other countries such as Belgium, Germany, Spain, France, and Luxemburg in the field of public servants’ professional development.

Controlul de legalitate al actelor autorităţilor administraţiei publice locale: Un imperativ obligatoriu al democraţiei In the present article, the author examines some constitutional theoretical and practical aspects of the legality of the control of the acts of local public administration authorities. Concrete local examples of legislation derogation committed by the local authorities are cited. The Minister comes to the conclusion that the need for an efficient activity on behalf of the central public authorities, the authorities and institutions authorized in the professional development of the locally elected officials and of the public servants is imperative.

Rolul reformelor lui Ştefan cel Mare în consolidarea administrativă a statului Moldovenesc The famous scholar and specialist in the field of the history of public administration from Moldova aims at the analysis of the role of the Great Moldovan ruler, Stephen the Great in the administrative consolidation of the Moldovan State. Taking “the historical event of epochal importance”, the 650th anniversary from the creation of the Moldovan State, as a point of reference, the author affirms that the ruler substantially contributed to the institution of a personal system of central and local administration, known in history as “the traditional system of Moldovan administration”. Making references to the works by such Moldovan chroniclers as Grigore Ureche, Miron Costin and Ion Neculce and citing Mikhail Kogalniceanu and Nicolae Iorga, as well as the documents which remained since the time of Stephen the Great, the author manages to elucidate the process of administrative reforms started by the ruler Alexandru cel Bun and later implemented by his nephew, Stephen the Great the 3rd. The structure and the attributions of the Ruler’s Counsel from Moldova, as well as those of the most important statesman are examined in the paper. The article is of special significance to all those who are interested in the glorious multi-secular history of the Moldovan State.
