The process of human rights is not a console, which evolve by itself and straightward. It remains an area of struggle and challenge for domestics and international rights, access to power, resources and respect for their distribution. Therefore, the action for human rights starts on the need that the state, society, through various forms of actions, ensuring equal rights and exerting individual rights should become an instrument of participation, redistribution far all, especially for those that are or become disadvantaged, for avoiding exelusion, marginalization or removal outside of social life.
