This paper sets up the definition of monitoring and evaluation of the civil service framework implementation since the enactment of Law 158/2008, examines the experience of European countries in monitoring and evaluation of the civil service, as well as the legal framework of the monitoring and evaluation activities, in order to achieve the conformity with the law and performance of civil service by offering methods, techniques and methodological instruments of monitoring and evaluation.
