Sustuinable development of a country is nut possible unless the public administration in efficient. How efficient it is depends, mostly, tin the. human resources management in the public administration authorities, This article highlights the good practices and the issue related to the delimitation of political positions from the administrative ones, it describes the concept and international practice regarding the Senior Civil Service - the apex of the civil service hierarchy, underlines the role of senior civil servants as promoters and implementers of public administration modernization programs. The article also contains suggestions regarding the implementation of the Senior Civil Service System in the Republic of Moldova.
