The article analyzes the structural geopolitical changes which took place in the world at the turn of the 20th and 21st centuries connected with the formation, development and functioning of the new states. It also considers the peculiarities of state formation process in the context of globalization and democratization of the political space. The author gives examples of various forms of secession and merges of the states, also reveals these process peculiarities within modern time and designates political risks associated with the emergence of the new states. The estimation of the role of state formation process in modern world political processes is presented in the article.
