Social capital as an economic phenomenon Research is devoted to the study of the phenomenon of the social capital as an economic phenomenon. The author’s definition of the social capital is given, the sources of its formation are investigated, the approaches to the formation mechanisms of the potential of the social capital at different levels of the national economy are developed, a set of the social capital produced by the direct and indirect effects is investigated. The theoretical foundations of quantifying the value of the social capital are laid.

GIS for optimizing location of primary health care facilities in rural areas: a case study in Barskyi and Sokalskyi rayons, Ukraine The article examines possibilities of using GIS technology in decision-making in health care. The software ArcGIS for Desktop (ESRI), application ArcMap, was used to complete the task. The capabilities of geospatial analysis to assess health care at local level have been considered. The GIS analysis effectively identifies problem areas with limited access of the population to primary health care (case study: Barskyi Rayon, Vinnytsya Oblast and Sokalskyi Rayon in Lviv Oblast). It is proved that geospatial analysis is a useful tool for problem solving on forming an optimal network of primary health care through restructuring and conversion of existing facilities in ambulatory of general practice / family medicine.

Democrația directă – principiu integrat al dezvoltării Elveției Discussions about direct democracy and its advantages and risks are often superficial, invoke stereotypes and ignore empirical data. Evidently, Swiss democracy is not a copy/paste model, but has developed in a specific historical and institutional setting. It is obvious that both conservative as well as left-wing critics overemphasize their case against direct democracy by (wilfully) neglecting the evidence. Direct democracy does not lead to anarchy. The common people can make reasonable decisions. Minorities are not more discriminated in direct democratic systems than in representative ones. Direct democracy brings contentment to its citizens. Finally, direct democracy is not ideologically predisposed. It is a mechanism to revert policies back to the median voter.

E-guvernarea Republicii Moldova organizată şi dirijată ierarhic în baza unui proces decizional emergent aspirațiilor spațiului comunitar european și nivelului internațional The scientific publication shows some diversified solutions in accordance with activities of egovernment of the Republic of Moldova in order to apply decision making uniform process, making public and private sector similar to E.U. and global standards. These hierarchical relationships denote dominant feature of macro-procedural standardization, internationalization etc. E-government of the Republic of Moldova can overtake previous stereotypes through new infiltration of the E.U. prototypes and international models of decision making process in order to create a common opinion and unified historical origin of the ideology of the new generations in micro and macroenvironment which develops nanotechnology.

Interferenţe între eficientizarea procesului decizional administrativ şi modernizarea administraţiei publice In this article, we are going to discuss about two processes, which are very important for public administration, with references to decision-making process, and modernization of public administration. We’ll study if between these two processes are any relations, and if they are, how these relations can affect any of these two processes. We’ll search if the process of modernization of public administration implies also the improvement of administrative decision-making process. In the same context, we’ll study how decision-making process can influence de process of modernization the public administration.

Colaborarea universităților la Marea Neagră prin intercalarea valorilor și soluțiilor comune The project University collaboration Network at the Black Sea – UNIVER-SEA. NET, is financed by the E.U. within Black Sea Basin Joint Operational Programme 2007- 2013, managed by the Ministry of Regional Development and Public Administration. The overall objective of the project is promoting exchange of educational values and experiences between universities in partner countries through a joint educational program and network, having as specific objectives the identification of the common components of educational programs between universities in partner countries and promoting educational values, by means of using online and offline instrumets, as well as strengthening our regional identity by creating community between universities.

However, with technical and scientific progress, the rapid growth of industrial production, the transition from fossil fuels (coal and oil) that determines the role and place in developing countries lies with a separate energy reso¬urces. The crucial role of hydrocarbons, which became the basis for the development of the modern economy, was mostly manifested during the Second World War, when the outcome of battles depended on largely stable supplies of crude oil and the possibility of producing fuel at scale. Highlighting the political component of energy security and growing interdependence between the economic and political aspects imposed by the necessity to analyze trends in international economic relations under current energy conditions.

Impactul provocărilor economice asupra managementului și ergonomiei clinicilor medicale dentare For each individual, as for the entire community, health is the most important factor that ensures the evolution of life and activity. Therefore, maintaining health is not only a health problem, but also a major problem in economic and social development of each country. Moreover, health policy must be a key part of the government’s concerns and significant financial resources are spent in many countries. World Health Organisation is aware of the size of the problem combining global as well as local health policies, aiming to promote oral health together with the health of the entire body. Control of oral cavity diseases through prevention and treatment should focus on addressing common risk factors of oral and general diseases. Ergonomics play a fundamental role in dentistry, targeting human, environmental and technological factors as well. Upgrading healthcare (laser, CAD-CAM, RoboDent, etc.) represents a major objective nowadays, contributing not only to the early diagnosis and correct treatment, but also for maintaining the health of the dentist and increasing the professional efficiency.

Государственно-частные инструменты наращивания стоимости институциональных элементов национального богатства This article investigates the question of assessment of the national wealth in sectors of economy. Studies the international practice of similar calculations, method of construction of the national and regional levels of government balance sheet. The directions of deepening the meaningfulness of analytical procedures for the non-financial and financial elements of wealth justified. Are examined the possibilities of expanding the number of elements of the calculation, which are valued with the assistance of market-based instruments. The composition of the elements of the consolidated balance sheet of the national economy is described in detail. Tools escalating cost of institutional elements are represented in the form of manifestation of public-private cooperation. Cовременные тенденции экономического регулирования инновационного развития системы высшего образования The consensus in the high school is valued by how much we invest in human capital which is determinant of efficiency. High school is a pillar contributor to productivity growth. There is evidence that innovation is a key player in nurturing technology change. In today’s knowledge based economy, it becomes more evident that investing in human capital has greater return for university and corporation which is more effective than that of physical assets. Simultaneously, the conceptual fundamental of human capital is based on knowledge, skills, competencies, and tools that are developed through coaching and learning activities provided by the concerned institution. This paper intend to tackle and to develop separate positions of the theory and practice of financing the innovative development of higher education (IDHE) toward the formation and development of the national economy of knowledge. Furthermore, it examines the retention of the increased globalization of higher education, while state financial obligation is in decrease, which leads to greater distinction among universities in respect of financial support and security. Financial support should be a priority to support the innovative development of higher education.

Rolul autorităţilor administraţiei publice şi altor actori sociali în organizarea şi dezvoltarea serviciilor sociale pentru persoane în situaţii de dificultate This article is devoted to social services, which are tackled as a form of social assistance, as a result of the continous objectives of National Program on creating the integrated social system for 2008- 2013, the strategy of social inclusion of persons with disabilities. As a result of the ratification of the UN Convention on the Rights of Persons with Disabilities by Law nr. 166- XVIII of July 9, 2010, which has marked 5 years since its ratification, in the period from 5 to 10 July 2015, within the framework of International Scientific- practical conference on the topic ,,Five years after the ratification of the UN Convention on the Rights of Persons with Disabilities. Practical and Judicial aspects’ analysis.’’ At this time, the creation and development of new community social services is a ceaseless process, alternative institutionalized social services (residential) for children and adults, which are considered more efficient and less expensive for this system. They are meant to keep people or families in difficulty in an organizational propinquity to the community, having as a main objective the marginalization’s prevention, social ex¬clusion and facilitating the integration of beneficiaries in the family and community for improving their quality of life. The role of the organization, operation and development of social services reverts to: Ministry of Labor, Social Protection and Family and other Ministries, local public ad¬ministration authorities of level I and II, territorial structures of social assistance and their subdivisions with other social actors, associations, foundations, non-profit pri¬vate institutions, registered and accredited in accordance with the legislation in force, with the activity in the social sphere

Natura juridică plurivalentă a „detaşării” în cadrul raporturilor de muncă In the present article the authors distinguished some ways through which the posting is implemented under the R. Moldova labor law in public and private sectors. So, the basic rule on posting within the legal employment is the written consent of the employee to be sent temporarily (usually up to one year but not more than 5 years) by his employer (legal entity) to another employer (also a legal entity) to carry out certain activities, with the guarantee of keeping a salary not lower than the one received on the main job, as well as the costs of travel, accommodation etc. If in private sector, private labor relations, the refuse to be posted does not constitute grounds for dismissal, then in the public labor relations, the civil servants are forced by the law, in most ca¬ses, to accept posting („on duty”) to another public authority, under the legal threat of dismissal. While analyzing different special laws, there were established a variety of forms of posting: besides the typical form of posting from Labor Code, the law provides a complex form called „transfer posting”, an employment relationship specific for diplomatic missions. The authors provide, de lege ferenda, that it would be appropriate that such employment relationship to be regulated also in private sector.

Descentralizarea în Franţa: o restructurare progresivă a puterilor locale L’expérience des réformes précédentes, les débats récents sur l’impact fiscal de la réforme de decentralization ou sur la place définitive de État dans la nouvelle organisation des pouvoirs locaux montrent toutefois que la decentralization est « un art tout d’exécution » qui doit démontrer, dans la pratique des nouveaux instruments juridiques et dans l’exercice des compétences locales, qu’un équilibre stable a pu être trouvé entre une tradition institutionnelle encore vive, une attente sociale qui se réfère souvent à l’État et les besoins d’une démocratie moderne.

Relațiile publice - instrument de promovare a imaginii instituţiilor publice The activity of „public relations” is a necessary request for any organization, in order to reach the imposed objectives, a inherent condition of its efficient functioning, able to settle the most important inter-human relationships. The public relations represents the premise in order to exercise the management activity and the management process functions. Only by means of an efficient communication are the planning and programming, the coordination and control, the motivation, consulting and active participation of the organization members possible, capable to accomplish the aimed goals. Every single moment belonging to the organization activity is based on the efficient communication and construction of the image, as a modality to focus and correlate the efforts. In this article we try to underline the importance of communication strategies in activity of public institutions for a efficient construction of its image in the new reality.

Сравнительный анализ готовности к внедрению Е-правительства в Украине и других постсоветских странах The article analyzes the general condition and dynamics of development of electronic interaction between public authorities in Ukraine and compares the degree of readiness of e-government in Ukraine and the former Soviet countries in the European Region. It is concluded that the level of readiness of Ukraine to the introduction of e-government is low negative (dynamics EGDI - (- 0.0424) over the past 10 years. Comparison of readiness for e-government in other post-Soviet countries in the European region with Ukraine shows their better dynamics and successes in this area, which involves the study of their experience for its subsequent use in Ukraine. Based on the analysis of the legal framework relating to the research of key problematic aspects of interaction in the public authorities in Ukraine in the sphere of implementation and development of e-governmentare identified.

Accesul liber la justiţie - drept fundamental cu valoare de principiu constituţional Free access to justice is legislatively and tacitly recognized by theorists as a right - constitutional principle through which the exercise of fundamental human rights and freedoms is guaranteed and seen as both an essential prerequisite to the existence of the rule of law and a principle that governs the organization and functioning of justice. In accordance with the constitutional provisions both in Romania and Moldova, a free access to justice is conceived as a fundamental right of every person to be able to appeal to a court of justice to protect the rights, freedoms and legitimate interests guaranteeing that the execution of this right cannot be restricted by any law.

Реализация полномочий органов публичной власти Украины на региональном уровне The organizational and legal regulation is considered as an integral system, the inherent element of which is the realization of rights and obligations of local self-government bodies. The problems connected with the imperfect distribution of the sphere of competence between local state administrations and local self-government bodies are analyzed. The components of the mechanism for exercising competencies of public authorities at the regional level are presented as well as the generalized model for exercising these competencies and improving the institution of delegation of powers is offered.
