Dezvoltarea relaţiilor dintre state presupune existenţa în cadrul fiecărei ţări a unui sistem instituţional, în măsură să îndrume şi să controleze aceste relaţii. Ele reprezintă una dintre cele mai importante şi cele mai complicate sarcini. În funcţie de constituţia şi legislaţia internă a fiecărei ţări, competenţa în formularea şi în aplicarea politicii externe revine, într-un grad mai mare sau mai mic, şefului statului, guvernului, şefului guvernului, parlamentului, Ministerului Afacerilor Externe şi altor instituţii guvernamentale speciale.

Diplomacy has evolved over time getting more professional. Diplomats who were involved in this activity had an important role, being not just messengers of the political leaders but also professionals with surprising initiatives. This profession became a lifestyle for them decisively modifying their destiny. Being frequently in exceptional circumstances, diplomates had to show remarkable intelligence, that enabled them to discover solutions to problems of those times. Foreign and Romanian diplomats as well, went through complex situations, acted both by pattern and creatively, they tried to get used to realities of their world, leaving diplomacy models for us which deserve to be followed.
