In Occidental managerial practice, the humanist perspective is already an alternative in the framework of decisional system of organizations. The administration of public institutions from the humanist perspectives is a psycho-pedagogical category, which expresses the power or weight of animator in forming and strengthening community and which vises the final result of the process of public authorities’ administration. It represents the conception, compulsoriness and galvanizing phenomenon of facilities in becoming leader.
