The human activity is guided by two fundamental objectives: the need to know anticipated events, phenomenon, processes in society and nature, as well as mechanisms which govern the evolution: satisfying certain human and society's needs (material and spiritual). Thus, the constructive relationship between necessities intervene in the analysis (aspirations, interests) in an uninterrupted development and possibilities, reduced and in a deficit. Scientific results intensify aspirations and possibilities: enriched and generalized knowledge determine the awareness that getting an equilibrium between necessities and possibilities may contribute to social and economic lack of poise elimination, already registered at global level. The chance to establish the structure of the necessity-possibility relationship depends not only of the scientific community but also on the desire and professionalism of those who exercise economic and political power.
