The efficiency of state structures depends to a great extent on the quality of the management oj the public function and of the civil servants within the public service. The management of the public function and of the civil servants is an ensemble of processes in continuous modification in accordance with the muta tions within the internal and international administrative systems. Being an inte gral public system, the system of public function includes a number of complex subsystems in itself. The quality of exercising the public function by the civil servants depends on the contents and the sustainabitity of the relations within the given subsystems.
