At the end of the XX and the beginning of the XXI centuries, the Republic of Moldova is undergoing a complicated and aching period of modifications. In this complicated period of crisis, the state needs to qualitatively reanimate the strategic-innovational function in order to revitalize the situation and to deter mine the administrative system. On the basis of performant indexes and interna tional standards, the prognosis, the programming and the planning of public administration tasks should prepare the ground for new ideas and innovations. The innovations in public administration should become a catalyst in order to obtain administrative efficiency.
