The mathematical aspects of the methods of distributing the parliamentary mandates and the concept of the parliamentary majority are analyzed in the prevent article. It is proposed to distribute the parliamentary mandates based on the condition that the standard deviation from the principle of equality of voters is the minimum. The efficiency of the proposed method clearly results from the analyzed numerical calculations
