Analiza necesităţilor de instruire în cadrul Strategiei Naţionale de Instruire pentru administraţia publică locală din Moldova Training Needs Analysis has as a main goal the identification of the real level of training within the local public administration, also to identify the necessity of training for civil servants and elected people. The authors of this article tried to create an objective and representative survey of civil servants level and also to asses the main sources of training for them.

Domnia - o instituţie centrală a statului medieval The reign, as the central state institution, appropriated and exerted throughout the centuries a series of basic and essential duties, that determined the evolution and the organization of the state. As chief of the state, the lord exerted prerogatives such as political-administrative, legislative, judicial and military ones. The lord took decisions regarding: a) the administrative-territorial division of the country; b) the appointment of civil servants; c) the tax collection; d) the monetary issue; e) the exercise of his trusteeship over the church; f) the promotion of international affairs, by signing alliance or commercial treaties by declariny war or by signing a peace treaty.

The State ensues to offer them opportunities for development and harmonious integration in all processes that take part in the society.
