Rolul zemstvelor în autoadministrarea locală şi contribuţia lui Alexandru Cotruţă la edificarea acestor instituţii pe teritoriul Basarabiei The article represents the analysis on the role of the zemstva institutions in the promotion of socio-economic and cultural reforms within the Russian Empire, including the Basarabian Gubernia, and on the role of the aristocracy and other social layers in the exertion of these reforms. An important role in the promotion of the reforms was played by Alexandru Cotruta, who for about 20 years activated in different positions in the zemstva institutions. The zemstva manifested itself as a protagonist of the society reform and democratization.

Particularităţile răaspunderii pentru încălcarea dreptului umanitar To conscious the fact that, in conditions of armed conflict, each human rights violation attracts after it state’s responsibility (and, clearly, can provoke an immediate opponent reaction proceeding from the principle of negative reciprocity or, in a longer perspective, it can be end for the state with the necessity of paying contributions for the caused damage at the end war), it has to become an additional challenge for respecting the set up conduct code through the above mentioned international norms. Such influence upon the belligerent state can be increased through the external pressure, exerted by public opinion, which is created, frequently, by communications and comments made in media. The external pressure can take forms of some confidential or public presentations, made by third: Government, intergovernmental regional and international organizations.

Региональная интеграция: особенности, факторы, тенденции In this article are investigated the peculiarities and forming phases of integrated unions, regional associations and management principles of regional integration. An important place in this research is given to the examination of the development process of the new regionalism in the Asia-Pacific regions and Central Asia. It should be noted that at present in the world function 85 regional economic conventions and more than 100 regional integrated trade and economic groups. According to the cited data we can draw a conclusion that on the social and political world arena actively take place formation processes of three global poles of economic power-European, American and Asia-Pacific.

Să tindem spre o ţară cu sistem profesional ierarhic contemporan în administraţia publică In the given article, the author examines not only the notions of ‘profession’, ‘professionalism’ and ‘professional culture’ but also makes concrete suggestions concerning the implementation of these phenomena in the activity of the central and local public administration bodies. At the same time, great attention is paid to the professional development of the public servants in the light of the recently adopted Law on Public Functions and the Status of the Public Servant. The author also analyzes the practice undertaken by other countries such as Belgium, Germany, Spain, France, and Luxemburg in the field of public servants’ professional development.

Controlul de legalitate al actelor autorităţilor administraţiei publice locale: Un imperativ obligatoriu al democraţiei In the present article, the author examines some constitutional theoretical and practical aspects of the legality of the control of the acts of local public administration authorities. Concrete local examples of legislation derogation committed by the local authorities are cited. The Minister comes to the conclusion that the need for an efficient activity on behalf of the central public authorities, the authorities and institutions authorized in the professional development of the locally elected officials and of the public servants is imperative.

Rolul reformelor lui Ştefan cel Mare în consolidarea administrativă a statului Moldovenesc The famous scholar and specialist in the field of the history of public administration from Moldova aims at the analysis of the role of the Great Moldovan ruler, Stephen the Great in the administrative consolidation of the Moldovan State. Taking “the historical event of epochal importance”, the 650th anniversary from the creation of the Moldovan State, as a point of reference, the author affirms that the ruler substantially contributed to the institution of a personal system of central and local administration, known in history as “the traditional system of Moldovan administration”. Making references to the works by such Moldovan chroniclers as Grigore Ureche, Miron Costin and Ion Neculce and citing Mikhail Kogalniceanu and Nicolae Iorga, as well as the documents which remained since the time of Stephen the Great, the author manages to elucidate the process of administrative reforms started by the ruler Alexandru cel Bun and later implemented by his nephew, Stephen the Great the 3rd. The structure and the attributions of the Ruler’s Counsel from Moldova, as well as those of the most important statesman are examined in the paper. The article is of special significance to all those who are interested in the glorious multi-secular history of the Moldovan State.

Falsul care dezbină sau unele reflecţii pe marginea „Cărţii albe a Transnistriei” The presentation by famous Russian journalists Vlad Şurîghin, lurii Nersesov and Vasili Prohanov and advertising ceremony of the book " The white book of the Republic of Transn istria" ("Белая книга ПМР") took place on the 13 th of September, 2006 in Tiraspol, before the September 17, 2006 Referendum-farce. On the wish of Transnistrian nation to join the Republic of Moldova. I can't admit that this is a book, scientific research or history because the author used well-known information gathered and published only in the separatist region during the existence of the Nistru Moldovan Republic. It is true, that the book was published on a high quality paper to make it more valuable and sizable, written in big letters, probably, of the lies to be more I convincing.

Conceptul de management al carierei profesionale în asistenţa socială Actually, personnel development can not be perceived in an organization without an efficient career management. Career management is not only a type of activity for Human Resources Department, but it is interdependent with other human resources managements' stages, because it involves the employee with its needs and motivations and takes into account the organizational objectives. This article deeds with the concept of career management and its specific features for social assistance from the Republic of Moldova. The present paper is dedicated to the characteristics of community services of social assistance and the role of social services' beneficiary. Also, stages for career plan's development for an social assistant are revealed.

Activitatea Republicii Moldova privind contracararea terorismului: metode preventive şi colaborare internaţională In recent years, Republic of Moldova has made significant progress in the implementation of activities directed against terrorism. Preventing and combating terrorism is conducted within a national legal concept, Law on Combating Terrorism of 12 October 2001, as well as at European level, Moldova ratified the European Convention for the Suppression of Terrorism, adopted in Strasbourg on 27 January 1997. National security is provided to counteract the terrorism by authorities directly engaged in the fight against terrorism. There is less important international collaboration with European structures. Republic of Moldova contribute to international cooperation in combating terrorism while respecting international law on the prevention and repression of terrorism and in particular tends to solve the Transnistrian conflict, the source of instability and possible rise of terrorism.

Acces la informaţie transparenţă şi participare - dimensiuni-cheie în consolidarea instituţională a administraţiei publice The author of this article makes an analysis of both scientific reflection and information access monitoring, transparency and participation of citizens. In conclusion, the author mentions that, lately, monitoring and evaluation practices concerning some key dimensions of the public administration reform-access to information, transparency and public participation improved but still are inadequate. At the same time the author denotes the importance of simultaneous use of all these tools in the process of public administration reform, through which the indices of citizens' needs are in a direct proportion with the quality indices of public administration services provided. Making an analysis of the legal framework implementation referring the process of access to information, transparency and participation the author under-lines the following procedural distinctions: if the law on access to information gives citizens access to documents and information from a public institution, the law on transparency of the decision making process gives citizens access to draft normative acts and decisions of the administrative board.

Studiind domeniul dat din Bosnia şi Herţegovina, Coreea de Nord, Filipine, Haiti, Honduras, Hong-Kong etc,, putem generaliza că traficul de fiinţe umane este o problemă care nu poale fi soluţionată de o singură ţară, fie ea chiar şi destul de dezvoltată. Inevitabil, sunt necesare eforturi comune, de amploare întru înlăturarea acestui fenomen negativ care afectează toate sferele de dezvoltare a societăţii.

Religious affiliation forms the civilisations support which moves forward, mainly, in the international life, and their „clash" is not excluded. At the same time, religions are true life phylosophies, being a guideline of moral behaviour. So, the role of the confesional factor in contemporary international relations should not be overestimated, nor underestimated.

For these reasons, currently, the process of modernizing the civil service in the republic requires: functional improvements, organizational improvements, improvements of skills, infrastructure improvements.

Aportul organismelor internaţionale financiare în redresarea economică a Republicii Moldova The need of foreign capital is conditioned, in the majority of cases, by the incapacity of the economy to satisfy the necessary amount of capital for the reconsolidation of the economy and investment reconsolidation, thus risking to become totally dependent on the developed countries, this in it's turn might have serious longstanding negative consequences. The foreign capital is being treated as an important element for the development of the economy of the Republic of Moldova, it's influence on the country's economy is paramount. We speak of a flux of investments and credits accorded to our country by the financial international organizations. The collaboration with the institutions on the world level has a positive impact on the economy of the Republic of Moldova. By offering credits with a convenient interest rate and supporting projects that are being implemented in different areas of the national economy, these institutions value a lot for the investment system of the Republic of Moldova. The grants that have been offered support the efforts that were focused on the improvement of the legal, institutional, social and educational frame-work. The partnership strategies are aimed to consolidate the achieved progress, maintaining at the same time a flexible approach that would diminish the possible risks for the Republic of Moldova.

Modernizarea economiei ţării este imposibilă doar pe baza creditelor şi a investiţiilor străine In the present article, the author meditates not only on the economic activity in general and its necessity for the existence and evolution of the human being but also on the issues of political economy, the present state of the economy in the Republic of Moldova and the imperious need and ways to modernize it. A number shortcomings encountered in the development of the national economy in the years of the country's independence, are emphasized. The author suggests a number of novel and valuable proposals in order to undertake the modernization process of economy. Этническая толерантность The article by A. Kat is devoted to a very complex theme of psychological characteristics of tolerance. This topic has been studied by many psychologists from different points of view and has different facets. The purpose of the author of the article is to consider main of them and find his own point of view. For him, tolerance is not a passive quality like conformism that allows accepting everything that is otherwise to the norms of society; it is an active position that allows people to find a compromise to build a multinational society avoiding confrontations and conflicts. He establishes limits to tolerance to keep social life safe and not to destroy native culture and traditions.

Clasicii teoriei administraţiei. Școala Americană Political, economic and social changes in the Republic of Moldova don 't characterize Public Administration as an organization, leading activity: of the nation, as well as other resources for reaching the government objectives but as a theory which reveals specific features of this activity, mechanisms and its tools. At the same time, the field of Public Administration is criticized by both scientists and society. The government ability to accomplish a big amount of effective work conscientiously is doubtful for the society. The economists are sure about the scientific proof of the notion that the state institutions are not able to compete with market commercial structures. At crisis stages the role of Public Administration in any state is increasing in proportion with crisis gravity, if the system of public administration is not perfect, its contribution to overcome the crisis is insufficient and inefficient.

Societatea unidimensională şi consecinţele ei The human activity is guided by two fundamental objectives: the need to know anticipated events, phenomenon, processes in society and nature, as well as mechanisms which govern the evolution: satisfying certain human and society's needs (material and spiritual). Thus, the constructive relationship between necessities intervene in the analysis (aspirations, interests) in an uninterrupted development and possibilities, reduced and in a deficit. Scientific results intensify aspirations and possibilities: enriched and generalized knowledge determine the awareness that getting an equilibrium between necessities and possibilities may contribute to social and economic lack of poise elimination, already registered at global level. The chance to establish the structure of the necessity-possibility relationship depends not only of the scientific community but also on the desire and professionalism of those who exercise economic and political power.

Organizaţia pentru Securitate şi Cooperare în Europa (OSCE) - ideile generale, principiile şi interesele ce ghidează procesul The article analyzes the ideas, principles and tasks of the Organization for Security and Cooperation in Europe (OSCE), which evolved from the Confer ence on Security and Cooperation in Europe (CSCE). Previously, it was a dia logue between two ideologically-hostile blocks, which culminated in the 1975 Helsinki Final Act. The OSCE became the biggest regional arrangement under Chapter У III of the f.W Charter. Lespite the fact that it encompasses 56 states from Vancouver to Vladivostok, OSCE does not have a legal treaty and continues to remain a political consultative instrument. Nevertheless, the Organization has built different consultative and emergency response mechanisms for safeguard ing the common security. Furthermore, considering the newly emerging security environment, it assumed new tasks and robs: democratization assistance, pre ventive diplomacy, conflict management, and post-conflict security building. How ever, the main goal of the OSCE, to become a truly pan-European collective security organization, has not been achieved due to Me weakest point of the Or ganization - lack of cooperative security.
