To evaluate means to make an appreciation based on the measure or on the information and referred to the criteria. It, s evaluated during making a decision. Considerente privind aportul Academiei la consolidarea administrației publice locale din Republica Moldova The Academy of Public Administration office of the President of the Republic of Moldova, as the national center for promoting the state policy in the field of Public Administration, has plenary contributed to the development of Local Public Administration in the Republic of Moldova. A thorough examination of public administration present situation from the Republic of Moldova entirely based on the traditional Moldovan administration system constituted during centuries within the Moldovan history and being a component part of the French modern model of public administration, proves that more than a decade and a half of real independence the territorial- administrative reform has been promoted in the country which inevitably involves local public administration reforms.

Republica Moldova trebuie să-şi accelereze dezvoltarea economică Оn iulie anul trecut, оn cadrul şedinţei de оnchidere a sesiunii Parlamentului, eu am оnaintat o оntreagă serie de propuneri privind modul оn care urmează să schimbăm vectorul dezvoltării noastre economice. Voi relua aici ideea, care a fost enunţată atunci de la tribuna Parlamentului: dacă nu va оntreprinde măsuri radicale, neordinare, Republica Moldova nu are nici o şansă să-şi accelereze оn mod decisiv dezvoltarea economică. Această declaraţie nu a оnsemnat şi nu оnseamnă că eu aş fi propus să avansăm оn contrasens cu regulile şi legităţile economice. Ea оnsemna că, оn mare măsură, calea regulilor general acceptate a fost pur şi simplu epuizată.

Problemele aplicării principiului distincţiei în conflictele armate interne Given the high incidence of internal armed conflicts on the international arena today, and the evolving nature and character of such conflicts which make qualification and determining the applicable law difficult, issues related to scope of applicable International Humanitarian Law and problems arising in full implementation of the principle of distinction are of critical relevance. As the status of combatants is not recognized for armed groups acting as cobelligerents in internal armed conflicts, issues related to direct participation in hostilities need to be properly rethought in order to ensure the immunity of civilians from attack.

Evoluţia viziunilor doctrinare privind conceptul de transparenţă Dans les conditions de l’йvolution contemporaine ou l’attention des organes de l’administration publique centrale et locale de la republique est dirigйe vers la rйalisation des taches primordiales de l’йtat de droit et dйmocratique, le role de la transparence administrative est toujours en plein essor comme moyen principal de gestion de l’йtat. Pour elucider l’йvolution de la vision doctrinaire visant la transparence administrative, l auteur precise le fait rue la transparence administrative, comme attribut de la gestion, prend sa source encore en antisuitй. On justifiй aussi l’idйe que la transparence administrative a les memes origines temporelles que l’йtat, puisque l’йtat est une structure oщ, indubitablement, la transparence a sa place particuliйre. En analysant le concept de la transparence administrative et l’йvolution des plus importantes visions doctrinaires concernant le systйme de la transparence, l’auteur constate que celle – ci a de racines plus anciennes que la science administrative. Au cours des periodes historiques, le phйnomиne de la transparence administrative eut de differentes importances mais il est certes que dans la periode contemporaine ou il existe la tendance vers un йtat de droit.

L'importance du cadre de normes safe de l`OMD pour le commerce mondial Articolul ce urmează prezintă esenţa Standardelor-Cadru privind Securitatea şi Facilitarea Comerţului Mondial ale Organizaţiei Mondiale a Vămilor, beneficiile acestora pentru toţi actorii participanţi la schimbul comercial mondial, precum şi modalitatea de implementare a Standardelor-Cadru, proces in care s-a lansat şi Republica Moldova. Standardele-Cadru prevăd patru elemente-cheie: schimbul de informaţii prealabile electronice despre incărcătură; aplicarea unui sistem eficient de mana-gement al riscurilor; utilizarea echipamentului de detectare non-intruziv şi oferirea avantajelor agenţilor economici care respectă cerinţele minime de asigurare a securităţii lanţului logistic. In acelaşi timp, acest instrument internaţional se sprijină pe doi piloni: reţeaua vamă-vamă şi parteneriatul vamă-оntreprinderi, care regrupează, la rоndul lor, un ansamblu de norme ce vor fi expuse оn articolul nominalizat.

Reglementările directe şi instrumentele economice pentru protecţia mediului Recently experience has made clear that, in order to protect the environment, the most economical way to prevent the pollution is to take a preventive position still from the projection stage. In accordance with current legislation any investor is obliged to investigate the compatibility of his project with the preservation of the environment’s enquiries and human’s area of living. He has to apply into practice the whole pack of technical and economical measures in view to reduce the negative consequences of its activities on the environment. When technical measures are not sufficient, it mean that the negative impact cannot be eliminated or even reduced, the investor has to make some compensatory actions by undertaking the total cost of its implementation. All these considerations have made that in the last period of time we pay a highly attention to the relation between economy and ecology, including the environment’s preservation. Thus is developed the domain of ecological economy or eco-economy.

Analiza comparativă a finanţării educaţiei în Uniunea Europeană The educational system of some European countries is overviewed in this article. The fact that the administration of the educational system is gradually decentralized is mentioned (in some countries, like the United Kingdom, it is much decentralized). Different countries are compared by the sources and method of financing the education. The common part in this process is that the system of public education is a governmental strategy, while the financing is made, in essence, from the Central and local budgets. In the analyzed countries the professional labor-oriented training, for providing a relevant qualification for 14-aged and more senior young people, is especially accentuated. In the majority of European countries the Ministry of Education (or the similar institution) develops the management of educational policy, inspection procedures, allocation of funds, and supervises their implementation, as well as the implementation of administrative laws and decisions. In the majority of countries, the State Budget covers the salary and partially equipment costs, but local authorities provide financing the maintenance and investment costs (the case of Slovenia).
