Specificul politicii de dezvoltare a resurselor umane în cadrul Ministerului Apărării al Republicii Moldova The mission of the Ministry of Defense is to develop defense policy, conduct the building and development of the National Army, discover military risks and threats, as well as the needs of the national defense system to protect the security of state. The Ministry of Defense exercises authority, direction and control over the main public defense sector through the Central Apparatus and executes political and military management of the National Army through the Main Staff. At the moment, the main, objective of the National Army is to develop and maintain an credible, flexible, mobile, multifunctional and interoperable army, capable to ensure itself in caring out its missions.

Încetarea raporturilor de muncă în contractul individual de muncă The principle of freedom of labour does not refer to the obligation of the State to provide jobs for all citizens, but to respect the freedom of choice of employment. As the principle of the freedom of labour law, labour has several components. Thus, freedom of work implies the person to exercise their right to work or not, to decide where, whom and under what circumstances will work, freedom of choice of profession, the freedom to decide on termination by virtue of resignation, the right to participate in negotiations of collective and individual, in fixing the conditions of employment.

Dreptul de negociere colectivă prin prisma instrumentelor internaţionale şi a legislaţiei naţionale a Republicii Moldova The right of workers to bargain collectively is a fundamental right, which is recognized in the Constitution of the International Labour Organisation (ILO) and the Declaration of Philadelphia annexed to the ILO Constitution. The legal protection of the right to collective bargaining is the key to the representation of collective interests. It builds on freedom of association and renders collective representation meaningful. Collective bargaining can play an important role in enhancing enterprise performance, managing change and building harmonious industrial relations. In this connection, the author of the given research paper has elucidated the legal institute of the collective bargaining according to the ILO Conventions and the labour legislation of Republic Moldova.

Interzicerea armei nucleare – o sarcină primordială a lumii contemporane The nuclear weapons ban represents a stringent task in the today world. There are still sufficient states which support the necessity of nuclear weapons possessing in order to guarantee and assure international peace and security, this fact not corresponding any more to the situation we presently face. In a world where nuclear energy is used also in non peaceful goal, there cannot be safety and peace, atomic arms being a continuing danger for the mere existence of the mankind. The nuclear weapons ban is a complex process characterized by specific periods of adopting of different international imperatives acts, they being more than 10, which for more than half of century eager to stop the nuclear proliferation and to edify a world with no nuclear weapons. Well, till there are states concerned in maintaining of their nuclear power, the nuclear arms ban is more fictive than real.

Conceptualizarea politică a birocraţiei ca grup de interese restrânse The article examines one of the less discussed issues in the literature of the Republic Moldova, those concerning the approach of bureaucracy as an interest group. Most authors focus mainly on the Weberian approach as a particular type of social organization, another part of authors put the center of gravity on the approach of bureaucracy as elite and only some authors try to interpret bureaucracy as a restricted interest group. It is stressed the idea that tackling bureaucracy as an interest group assures not only an economic interpretation of the issue (the analysis of bureaucracy as an interest groups outside the government decision process), but also a political conceptualization (the analysis of bureaucracy as an interest group within the government decision process). A particular attention it is paid to the analysis of the group of interest in the scientific literature, to its nature and characteristics, to the relationship between the interest groups and the pressure groups etc. The study concludes that the groups within the government structures that influence their activities, and the continued growth of public sector activity, are bureaucracy groups which act as a restricted interest group.

Unele aspecte ale controlului parlamentar asupra administraţiei publice I. Instituţia Preşedintelui Republicii Moldova The control’s institution has a key in the functioning of social systems. For government the control comes to check opportunity and correct functioning of public authorities in terms of their effectiveness. A special role in exercising the control over function of public administration lies with Parliament. In this article it is address some aspects of parliamentary control exercised over the institution of the presidency. The President, in his capacity as head of state and guarantor of the Constitution hold office in strict accordance with the law and the function of control compliance thereof as a representative and legislative powers of the supreme court of the country - Parliament of Moldova.

Ştiinţa modernă şi societatea (II) The paper reveals some facts related to science and society, whose knowledge allows a better understanding of the phenomena that occur in nature and society. The less natural evolution of society imposes a non-triumphant treatment of reality. It also exposes some causes that contributed to affecting man’s superior mqualities, his distancing from nature, tradition and the deformation of the human spirit in general. The gap created between the natural and socio- human sciences, on the one hand, and the exaggerated differentiation of others, on the other hand, are among the more specific causes. It is shown that the way in which the social and scientific events evolved has led to the appearance of many negative phenomena. For example, people have become more concerned with personal problems rather than collective ones. In the case of an imbalance between individual and collective interests, such qualities as honour, dignity, honesty lose their value and essence.

Conceptul de cooperare intercomunală The concept of inter-municipal cooperation (IMC) is the one of the concepts of organization and public services delivery at the local level that occurs more and more often in public speeches and research studies. In the simplest terms, IMC means the association of two or more communities in order to delivery jointly the local public services. Still, this is the simplest approach. The concept of IMC, although it is relatively new one, in the literature it is defined differently from both semantically and by essence point of view. The approach differences come from linguistic nuances, inspiration difference of the organization model of local government system - French or Anglo-Saxon, as well as taking into account the institutional actors participating in the cooperation. In the multitude of definitions and approaches, the most prominent researchers of IMC area, such as R. Hertzog, P. Swianiewicz, K. Davey and M. Balducci have identified and defined the range of issues that define and elucidate the specific characteristics of inter-municipal cooperation concept.

Пути реализации государственной политики Украины в сфере виктимологической профилактики насильственной преступности In present article are investigated the possible ways of realization victimology policy in Ukraine. The author attempts to analyze means of victimological prevention of violent criminality. An important place in this research is given to the means of victimological prevention which had been implemented by other countries. According to the cited data we can draw a conclusion that for successful development of given process is necessary most active, co-ordinated assistance of national, public and private citizens on all level.

Aspecte de reglementare In electronic communications sector, legislation allow and simplify the task of firms in embarking on new activities in new markets and consequently allow users to benefit from increased competition. These advantages must not be jeopardised by restrictive or abusive practices of undertakings. The competition rules are therefore essential to ensure the completion of this development. The competition rules are not sufficient to remedy all of the various problems in the electronic communications sector. National regulatory authority therefore has a significantly wider ambit and a significant and far-reaching role in the sector`s regulation.

Rolul planificării strategice în marketingul serviciilor publice The article refers to the impediments faced by marketing science to penetrate the public sector especially in the process of public services. The problems like changed ambient where the public administrative authorities are engaged to satisfy the public needs, a lower grade of personnel motivation, limited budget, large contact with the clients and fluctuant character demand’s, requires marketing intervention in the administrative science. So, in this context, the marketing science comes like a rescue solution for public administrative authorities. The future of public administration will have to be redefined in present-day society starting from the improvement of image for the public institution. The open-minded heads and honest attitude for solving the citizen’s problems is the key with which the public institution unlocks the door of success within the society it belongs to. Concluding, the present research explains us what is this a strategic planning process for administrative and commercial-industrial public services and how can we improve the performing of public services with the strategic planning.

C’était un segment essentiel de l’échiquier politique en Russie jusqu’à la Révolution, entre le monarchisme, coexistant avec le mouvement d’opposition libérale ou la gauche, depuis 20 ans. Comme tout mouvement politique, mouvement à droite, porte un caractère de masse, avec des objectifs politiques, mais sans avoir une structure bien définie organisationnelle et les organes debout.
