Organizarea campaniilor de advocacy în sistemul administraţiei publice Advocacy is a strategy which influences policy decision makers, when the latter make laws and regulations, distribute resources and make decisions which affect people's life. The main purpose of advocacy is to create, to reform and to ensure policy implementation. In the simplest terms, advocacy is a deliberative process used to influence policy decision makers. Citizen participation is the core idea of democ racy, and of citizens committed to democratic values. Acknowledging their civic responsibilities and of those involved in political activities constitutes the "life-blood" of any democratic system.

Elemente constitutive ale sistemului funcţiei publice în statul contemporan The efficiency of state structures depends to a great extent on the quality of the management oj the public function and of the civil servants within the public service. The management of the public function and of the civil servants is an ensemble of processes in continuous modification in accordance with the muta tions within the internal and international administrative systems. Being an inte gral public system, the system of public function includes a number of complex subsystems in itself. The quality of exercising the public function by the civil servants depends on the contents and the sustainabitity of the relations within the given subsystems.

Principiile generale ale extrădării în lumina reglementărilor internaţionale şi a opiniilor doctrinare Multilateral extradition treaties and other international legal instruments have repeatedly established the requirements for extradition and have defined the conditions for extradition. Although differences still exist in the national regimes for extradition in similar cases, a number of general principles arising from the extradition laws, procedures and practices of states, such as the principles of double criminality and specialty, can be deduced. In the present article, the author Mulyses these principles in the light of international regulations and doctrinal opinions in the field.

Impactul globalizării asupra fenomenului migrației internaționale Human migration is a major social phenomenon in the contemporary world. The increasing number of "forced" migrants (refugees, trafficked persons) and labor migrants, the continuous accommodation of the migration flows to the demand of the international labor market, as well as the increasing role of international instruments in managing this process marks the essence of the phenomenon of international migration. Globalisation has changed the churacter of international migration. Migrants may move more easily and quickly and can maintain contact with home, even if the)' are on the opposite side of the globe. As a result, the flow of people is more complex and diverse. In this article the author I analyses the impact of globalization on international migration.

Paradisurile fiscale - produse ale globalizării A tax haven is a country or territory where certain taxes are levied at a low rate or not at all. Individuals and/or corporate entities can find it attractive to move themselves to areas with reduced or nil taxation levels. This creates a situation of tax competition among governments. Different jurisdictions tend to be havens for different types of taxes, and for different categories of people and/or companies. However, different tax havens are considered a blessing for corrupt and illegal economic activities. Offshore centers are used mostly by companies that conducted criminal activities for money laundering. In simple terms, they are places a long way from honest taxpayers' paradise, but very close to criminals' paradise. The increasing volume of operations involving tax havens countries, which leads to enormous losses in terms of tax revenues, reveals the relevance of this subject. In the same time, it is quite a current issue in the Republic of Moldova.

Cu privire la crize şi acţiunile de depăşirea lor The evolving crises, their types and doctrines in the view of K. Marx and N. Kondratiev are treated in this article. The principles and patterns of crises, their teclv ological, social, economic, and financial effects, capital and investment exports are revealed. Kondratiev's chart with short, medium, and long cycles, the Great Depression calculations are stressed on. An anti-crisis program is ex emplified (the case of the Republic of Moldova).

Modernizarea economiei - acţiune necesară stadiului actual al progresului In the present article, the author meditates not only on the economic activity in general and its necessity for the existence and evolution of the human being but also on the issues of political economy, the present state of the economy in the Republic of Moldova and the imperious need and ways to modernize it. A number of shortcomings encountered in the development of the national economy in the years of the country's independence, are emphasized. The author suggests a number of novel and valuable proposals in order to undertake the modernization process of economy. Some affirmations and opinions may seem disputable to some extent, that's why the author would like the specialists in the field to express their points of view on the further evolution of the economy of the Republic in order to provide higher and more decent standards of life for the population of the country.

Mecanisme naţionale şi internaționale de prevenire a fenomenului de discriminare This article provides an analysis of the national and international mechanisms for prevention of discrimination. It makes reference to the promotion of discrimination prevention policies. It also discusses issues concerning the prohibition of discrimination in the light of the European Convention for the Protection of fundamental rights and freedoms. International mechanisms created for human rights protection and the promotion of policies against discrimination are discussed. The article also mentions aspects of legal liability and categories of c onflicts determined by diverse acts of discrimination.

Inovaţiile - necesitate pentru eficientizarea activităţii administraţiei publice din Republica Moldova At the end of the XX and the beginning of the XXI centuries, the Republic of Moldova is undergoing a complicated and aching period of modifications. In this complicated period of crisis, the state needs to qualitatively reanimate the strategic-innovational function in order to revitalize the situation and to deter mine the administrative system. On the basis of performant indexes and interna tional standards, the prognosis, the programming and the planning of public administration tasks should prepare the ground for new ideas and innovations. Motivarea nonfinanciară a funcţionarilor din administraţia publică The modern management s approaches and tendencies are based on a key principle related to design and implementation of a new employee motivation and retention system in order to achieve the objectives at the highest level possible. The motivation and stimulation of the civil servants is regulated by the Law on Public Function and Statute of Civil Servant No. 158-XVI dated 4 July 2008. In this context, based on Art.40, the civil servant is motivated based on appreciated performance and spirit of initiative, as well by receiving diplomas for specific results the civil servant has demonstrated great performance at the workplace, merits state, he can be decorated with state distinctions.

Sistemul european de protecţie a drepturilor omului The process of human rights is not a console, which evolve by itself and straightward. It remains an area of struggle and challenge for domestics and international rights, access to power, resources and respect for their distribution.
