Cadrul legal privind promovarea şi asigurarea principiului transparenţei în Republica Moldova Transparency aims at ensuring greater access of citizens to information and documents in the possession of state institutions, citizen participation in decision making and ensuring the legitimacy, effectiveness and accountability of government to the citizen, The concept of transparency in the decision¬making process carried out in institutions is about ensuring citizens' access to documents in the management of state institutions and the public consultation on the adoption of regulations. Transparency, in the broad sense, refers to access to information of any kind, the possibility to choose any form. This paper aims at highlighting and reviewing procedures for transparency in government decision-making in Moldova. It also deals with ways of improving the relationship: public administration - citizens. We try to clarify the concept of transparency in the decisions and the methods by which they are transposed into concrete reality.

Aspecte comparative ale statutului de funcţionar public şi celui de ales local This article continues the author's prior thoughts and comparison of public functionaries'status and local-ly elected representatives'status who activate as persons of public dignity (mayor, deputy mayor, president of district, councilor etcl in local governments. The topic discussed in the article presents a perceptible difference, as well as a number of similarities be-tween the statuses of these two categories of public functionaries, which must not be confused. In addition, the author analyzes the contradictions and the evolution of law provisions which have been governing the approached issues.

Coeziunea socială şi principiile politicii sociale Cer article traite le concept de cohésion sociale tout en partant des définitions déjà existantes dans la littérature de spécialité. Les politiques sociales ont une histoire relativement courte, mais iiy a de différentes perspectives de recherche du concept des politiques publiques. Plusieurs auteurs proposent et soulignent les aspects clefs de l'action publique, d'où la complexité de ce concept. En même temps, l'approche théorique et pratique du concept des politiques sociales permettrait aux fonctionnaires de l'administration publique de comprendre la complexité du processus de gouvernement et de trouver les solutions adéquates pour les problèmes publics et sociales. Dans ce contexte, la compréhension du concept de cohésion sociale devient actuelle afin de moderniser et d'améliorer les pratiques démocratiques dans la République de Moldova, qui se trouve actuellement face aux provocations pour le processus de gouvernement démocratiques.

Autorităţi autonome ale administraţiei publice centrale The objectives of government and the ensurance of the smooth functioning of state institutions is vested with public authorities. The traditional classification of public authorities based on territorial criterion identifies the public authorities and the general competence of special jurisdiction. In addition to specialized central administrative authorities like the ministries and other administrative authorities set up by Parliament and which activate within the Government we distinguish an entity of autonomous authorities responsible for specific areas of public interest. These authorities are established on the basis of law by the Parliament, the President of the Republic, or the Government but are not within their jurisdiction (except the State Guard and Protection Service under the President of the Republic of Moldova) and complete their mission under the law. In what follows, we will conduct an overview of the mentioned institutions and provided a brief emphasis of their status, functions and governing bodies.

Contribuţii valoroase la dezvoltarea ştiinţei administraţiei This work is dedicated to Mihail Platon's scientific heritage Platan's. The system of Public Administration is one of great importance in a democratic society. The new visions on the evolution of Public Administration could be achieved in two ways: training public servants able to work in new conditions and by carrying out scientific research to argue, from theoretical and practical aspects, about the place and the role of Public Administration in the terms of the independent state, the Republic of Moldova. Mihail Platon was the first who started this activity as the founder of the Academy of Public Administration under the President of the Republic of Moldova. His scientific concern was determined by the specific situation in the system of Public Administration and the tasks of building a Public Administration able to function in the context of democratic evolution of the political system. The scientific activity of Mihail Platon contains several research directions: a} studies conceptualizing administrative processes and phenomena; b) studies concerning the activity of public administration staff; c) studies on the reforming of Public Administration; d) comparative studies on the systems of Public Administration; e) advanced teaching research. There are many extensive theoretical and applied studies in these areas which represent a valuable contribution to the development of administrative science.

Completarea automatizată a suplimentelor la diplomele de licenţă şi de master Since the RM joined to the Bologna process in 2005, higher education institutions have been handing in licentiate and master diploma supplements of European type to their graduates. Actually, there are no technical problems with completely printed diplomas, although some institutions, particularly those with a weaker ICT infrastructure, are filling in diploma supplements "manually " that is inefficiently and takes unreasonably much time, especially in case of their repeated modifications. There are at least two soft solutions for diploma supplemeats completion automation: I) specialized databases; 2) the two most popular and relatively simple MS Office applications - Word (Mail Merge Toolbar) and Excel (served as a Data Source). The first solution is professional, but it requires many resources; the second one is for advanced users, but it is easier, faster, more flexible, and much cheaper. Therefore, the first solution is more applicable for larger, ICT-advanced institutions, the second one - for those with a smaller budget.

Teaching content and language in ESP classes Predarea Englezei pentru Scopuri Specifice (ESS) este un domeniu curent in metodologia predării limbilor străine, care devine din ce in ce mai popular grafie faptului că cunoscătorii de limbă engleză doresc sa-şi aprofundeze cunoştinţele pe care deja le posedă într-un domeniu specific profesional. Cu părere de rău, piaţa de carte nu oferă manuale de limbă engleză în astfel de domenii ca administrarea publică, relaţiile internaţionale, managementul. Astfel, profesorului îi revine sarcina de a selecta, planifica şi preda engleza profesională cu maximum de beneficiu pentru masteranzi. In afară de aceasta, profesorul se confruntă cu întrebarea: la ce să acorde mai multă atenţie - conţinutului lingvistic sau celui tematic; cum să realizeze obiectivele lingvistice; cum să formeze masteranzilor deprinderile de utilizare a cunoştinţelor lingvistice etc. Articolul de faţă propune metode de lucru cu textul specializat şi găsirea unei balanţe între predarea conţinutului tematic şi celui lingvistic pentru a forma masteranzilor deprinderi necesare de a funcţiona şi a utiliza eficient limba străină in contextul profesional în care vor activa.

Sugestii asupra proiectului de lege „Legea finanţelor publice şi responsabilităţii bugetar-fiscale" In present article the author makes an analysis of the law project "Law of Public Finance and budget and fiscal responsibility." It is noted that this law project is intended to improve public finance management through a broader legislative support. The author noted that Republic of Moldova, in the last decade have been carried out a series of reforms in public finance management. The specifics of the current law project, however, is to strengthen budgetary and fiscal discipline and improving procedures for establishing and implementing the budget. Author also mentions that although the past decade have been promoted a series of reforms in public finance, improving it still believes that the new law project on "Public finances and budget and fiscal responsibility" is a timely and valuable document for improving public financial management. While this document contains many strong sides, according to the author, this law project can be improved taking into account the comments given by the author, comments on specific articles. These proposals being considered by the institution engaged in the drafting of this law project will improve this document on behalf of the entire society.

It is an increasingly pronounced need to create the necessary legislative . framework for career training of civil servants, with a thorough training, | politically neutral and able to meet promptly and effectively what they have been f entrusted by virtue of their status, thus , the public service is based on the 60 principles of stability, professionalism, impartiality, transparency and efficiency, I designed to meet the demands of society and state in general.

Îmbătrânirea demografică în Republica Moldova: contextul naţional existent şi eficientizarea reformelor în domeniul îmbătrânirii populaţiei Several demographic phenomena are behind the process of population ageing in Moldova: low fertility, high mortality of working age population and emigration. Emigration and high mortality rate among middle-age people, particularly men lead to the quick loss of a younger population of Moldova and thus are behind the phenomenon of accelerated ageing of its population. In this context, the contributions to the Social Fund are scarce and irregular, that leads to the continuous budgetary deficit of the National Office of Social Insurance. The situation is potentially unsettled as the existing "chimerical" system lacks basic principles of equity, adequacy and suslainability. Meanwhile, an increased number of persons belonging to the baby boom generation will be reaching the retirement age.

Ainsi, selon Ies dispositions du Code du travail de la Republique de Moldavie, Ies employeurs peuvent utiliser Ies operations et Ies techniques juridiques suivantes: licenciement des employes r cause de la reduction du 47 personnel; reduction du montant des salaires de fonction ou de charge; application du regime de travail r temps pârtiei; suspension des contrats individuels de travail en cas de chomage technique; obligation des employes de rediger des demandes de conge sans remuneration. Beaucoup d 'employeurs considerent, r tort, que ces operations peuvent etre rialisees sans condition etsans prendre en compte les stipulations de la legislation du travail. Nous soulignons que toute decision prise dans ce cas devrait etre en stride conformite avec le Code du travail de la Republique de Moldavie et d 'autres actes normatifs dans le domaine.

Rolul stagiului de cotizare la stabilirea dreptului social The theoretic-practical aspects regarding the contribution period are analyzed within this article. In this context it was made a reference to the notion and connection of the concepts "length of service" and "contribution period"; they were emerged and characterized by type (general and special period). There were also examined the aspects on measuring the contribution period, its way of confirmation. Finally it was made a reference to the rules of confirmation of the contribution period. To write the article there were used normative acts in force and bibliographic sources of various authors who have researched this subject.

The article also contains suggestions regarding the implementation of the Senior Civil Service System in the Republic of Moldova.
