Probleme ale implementării politicii fiscale în Republica Moldova Repose sur l’idée de Richard Achim Müller ,,La création de l’État moderne a été réalisée par la mise en oeuvre d’impôt , exactement, par les dispositions légales du droit de bénéficier de ces versements ‚’ nous pouvons dire sans aucun doute que la politique budgétaire est un pilier essentiel de la mise en place et le développement de l’État moderne en aidant à construire les recettes budgétaires de l’Etat nécessaires au financement des dépenses publiques et de veiller à l’exécution de ses fonctions . Cependant, la mise en oeuvre de la politique budgétaire dans un pays est influencée par un certain nombre de facteurs qui pourraient à la fois stimuler le développement économique, ainsi que son travail stagné.

Analiza procesului decizional prin prisma reperelor ştiinţifice ale cadrului bibliografic internaţional One of the most common activities of human beings is that of decision-making. There are easy as well as difficult decisions, there are important and irrelevant decisions, one must face personal and professional decisions. A vast amount of effort has been devoted to explore this subject. Psychologists have studied how decision-makers work under different conditions. From a philosophical perspective, even the existence of such a thing as a good decision has been questioned. The logical approach has contributed to the understanding of the decisionmaking process. Mathematics, including Statistics, has played a major role in providing a formal structure for the process and defining criteria for optimality. Under the heading of Decision Theory, the literature offers an account of the ways people actually make decisions and a discussion on the mechanisms underlying this behavior.

Unele referinţe privind asigurarea accesului la informaţie şi transparenţei în procesul de administrare The application of the legal framework on administrative transparency in the Republic of Moldova, here we refer to the Law on access to information, including the transformation of the administrative culture into a democratic and transparent one, raises essential obstacles at present, especially for the countries with vulnerable economies, that have a limited budget for putting into practice a general program of additional measures.

Structura instituţională de implementare a tratatelor internaţionale de drepturi ale omului în sistemul de drept intern al Republicii Moldova The institutional arrangement for the implementation of human rights treaties to which the Republic of Moldova is a party within the Moldovan legal order appears to be both a multidimentional and a centralised one. It is of a multidimentional character because many governmental institutions are involved in the process of implementation of such treaties. The primary responsibility of implementing or overseeing the implementation of a human rights treaty lies with the ministry or other central governmental institution whose powers relate to the subject matter covered by that treaty. The Ministry of Foreign Affairs and European Integration (MFAEI) and the Ministry of Justice play a specific role in this process. If the MFAEI has a coordination and a overseeing function on how other ministries and central governmental institutions fulfill the obligations arising from the human rights treaties under their competence, the Ministry of Justice reviews the conformity of all draft bills containing new legislation with the human rights treaties to which the Republic of Moldova participates. Furthermore, there are other interministerial bodies with powers in the field of implementation of human rigths treaties. At the top of this interministerial structure is the National Committee for the drafting of initial and periodic reports regarding the implementation of international treaties to which the Republic of Moldova is a party. Its main function is to exercise the governmental control on the observance of international treaties by our country. This is namely this responsibility given to that Committee that makes the national arrangement for the implementation of human rights treaties to have a centralised character.

Istoricul apariţiei Ligii Naţiunilor şi a Organizaţiei Naţiunilor Unite This article gives an account of conditions, political situation and the premises that led to the emergence and establishment of these two international organizations. It informs about their goals and principles which were at the basis of their statutory regulations. We have also shown which the weaknesses of the League of Nations were and why this organization failed. The second part of the article describes the causes of the UN emergence, the international situation and the political basis of its establishment. We have analyzed the course of the main events that have preceded signing of the UN Charter on June 26, 1945.

There are highlited such negative aspects of population departure abroad as demographic issues, the ensuring of the labor market with high-skilled workers, including the emergence of the phenomenon of „brain drain”, depopulation of the villages, the increasing number of abandoned children, etc.

Competenţa administrativă şi calitatea politicilor publice locale: viziune asupra instruirii aleşilor locali “Training services for Newly Elected Local Officials from the Republic of Moldova” Lot 3 is a project implemented by the Academy of Public Administration under the President of the Republic of Moldova. Project activities were located in the Centru region of the Republic of Moldova, namely in the districts of Straseni, Calarasi, Hincesti, Anenii Noi, Ialoveni, Dubasari, Criuleni and Chisinau City. The purpose of the project was to provide access to relevant information on a local council’s priority fields of activity. This purpose was achieved by organizing and conducting 87 training seminars for the local officials elected after the June 2011 elections, as well as by providing them with copies of Public Official’s Handbook, as methodological support.

Contribuţia C.N.A.A. al Republicii Moldova la pregătirea cadrelor de calificare ştiinţifică şi ştiinţifico-didactică înaltă In article the analysis of dynamics of preparation of scientific shots in Republic Moldova is made. Comparing dynamics of a professional training through doctoral studies in Republic Moldova and in some European camps there is inconsistent enough situation. In comparison with the countries of the European Union, in Republic Moldova very low quota of a professional training in the field of technical and agricultural sciences, branches of basic value for development of real sector of economy is observed. In the field of natural sciences and mathematics of a quota are commensurable with European, and on economy and to the right exceed several times the given indicators. The statistical analysis shows that in such areas as natural sciences, the mathematics and medicine Republic Moldova joins in similar parameters existing in the European Union. Level of preparation of highly skilled scientific shots are in many respects defined by standards developed by National board on Accreditation and Republic Moldova Certification.

Impactul măsurilor de austeritate impuse de FMI în ţările care solicită ajutor economic Austerity measures are typically taken if there is a perceived threat that government cannot honor its debt liabilities. Such a situation may arise if a government has borrowed in foreign currencies which they have no right to issue or they have been legally forbidden from issuing their own currency. In such a situation banks may lose trust in government’s ability and/or willingness to pay and refuse to roll over existing debts or demand exorbitant interest rates. In such situations, inter-governmental institutions such as the International Monetary Fund (IMF) typically come in and demand austerity measures in exchange for functioning as a lender of last resort. When the IMF requires such a policy, the terms are known as “IMF conditionalities”.

Generally, social protection is the combination of economic measures and non-economic, through which public power is normative use of its resources and the distribution of incomes for the purpose of the exercise of social justice. Social protection is reflected in social programmes that include measures and instruments designed to ensure the raising of the standard of living and quality of life and the protection of the public of the negative effects that may arise in certain periods determined by the various economic and social conditions.

La domination d` Etienne le Grand de presque une moitie de siècle a marqué une époque a part dans l`histoire du Pays de Moldova. Une époque de grandes victoires, avec beaucoup de réalisations. L`affirmation et le renforcement de l`État dans cette période s`est réalisé, grâce à une politique bien pensée domestiques, l`un des vecteurs importants étant la politique terrestre à la règle comme instrument du renforcement de sa base matérielle.
